National University Act, 1992

Act No.37 of 1992

An Act made to establish a National University

Whereas it is expedient to a entrust a National University with the responsibility for all matters relating to, and the administration of, colleges, including the modernization and improvement of syllabi and curricula on the graduate and postgraduate level of college education, the raising of the qualitative standard of education and the training and improvement of the efficiency of teachers;

Now, therefore, it is enacted as follows:-

1. Short title, commencement and extent.- (1) This Act may be called the National University Act, 1992.
(2) This Act shall extend to the whole of Bangladesh and it shall come into force at once.

2. Definitions.- Unless there is anything repugnant in the subject or context, in this Act-

a) "affiliated college" means any graduate, honours and postgraduate degree college recognized by, and affiliated to the University in accordance with the provisions of this Act, the Statutes and the University Regulations;
b) "constituent college" means any college recognized as such by the University in accordance with the provisions of this Act, the Statutes and the University Regulations;
c) "Order" means the University Grants Commission of Bangladesh Order, 1973 (P.O. No.10 of 1973);
d) "Principal" means the head of an affiliated, and of an constituent college;
e) "Finance Committee" means the Finance Committee of the University;
f) "Academic Council" means the Academic Council of the University;
g) "Authorities" means the Authorities of the University under section 19;
h) "Commission" means the Grants Commission of Bangladesh constituted under the Order;
i) "college' means affiliated and constituent college;
j) "Center" means the Postgraduate Education, Training and Research Center of the University and the Curriculum Development and Evaluation Center of the University;
k) "college teacher" means any Professor, Assistant Professor and Lecturer of a college or any other person appointed for the purpose of teaching at a college;
l) "Governing Body" means the Governing Body of a college;
m) "Chancellor" means the Chancellor of the University;
n) "Dean" means the head of a school or college;
o) "Planning and Development Committee" means the Planning and Development Committee of the University;
p) "University" means the National University established under this Act;
qu) "Board of Directors" means a Board of Directors of the schools and centers;
r) "university teacher" means any Professor, Assistant Professor or Lecturer of the University or any person accepted by the University as a teacher;
s) "Vice-Chancellor" means the Vice-Chancellor of the University;
t) "Statutes", "University Regulations" and "Regulations" means respectively the Statutes, University Regulations and Regulations of the University;
u) "Senate" means the Senate of the University;
v) "Syndicate" means the Syndicate of the University;
w) "School" means the School for Undergraduate Education of the University;
x) "Hostel" means a unit of residence for the students at a college.
3. Act to override other laws.- Notwithstanding anything to the contrary contained in any other Act for the time being in force, the provisions of this Act shall have effect.

4. Jurisdiction.- The University shall exercise all the powers conferred to it by, or under, this Act in the whole of Bangladesh:
Provided that nothing in this Act shall apply to any agricultural, medical or technical educational institution.

5. University.- (1)The National University shall be constituted at Pajipur in accordance with the provisions of this Act and it may, if it thinks appropriate so to do, establish regional centers or campuses at every place in Bangladesh.
(2) The first Chancellor and Vice-Chancellor of the University and the first members of the Senate, the Syndicate and the Academic Council and all persons who may hereafter become such officers or members, so long as they continue to hold such office or membership, are hereby constituted a body corporate by the name of the National University.
(3) The University shall have perpetual succession and a common seal and it shall be entitled, subject to the provisions of this Act, to acquire, hold and transfer property, both movable and immovable, and suits may be filed by or against it.

6. Powers of the University.- Subject to the Provisions of this Act and the Order, the University shall have the following powers, namely:-

a) to affiliate and desaffiliate colleges;
b) to prescribe courses of study to be conducted at the University and the colleges;
c) to provide for instruction and research in such branches of learning as the University may think fit, with a view to divulging, disseminating and advancing knowledge at the University and colleges;
d) to grant basic, on the job and research training to college teachers;
e) to hold examinations;
f) to confer degrees, diplomas, certificates etc. to persons who have pursued, and have passed the examinations of, any prescribed course of study in accordance with the rules determined by the University;
g) to confer, in particular cases, honorary degrees and other distinctions on persons in accordance with the Statutes;
h) to grant such diplomas to, and to provide such instructions for, persons not being students of the University, as the University may determine;
i) to inspect colleges and offices and hostels attached to them;
j) to co-operate, if required, with other universities of the country and foreign universities and academic institutions;
k) to create posts for teachers and other officers at the University and to appoint, in accordance with the provisions of the Statutes, persons thereto:
Provided that no post shall be created unless the necessary financial means have been provided for.
l) to institute and award, subject to the provisions of the Statutes and University Regulations, fellowships, medals and prizes for distinguished achievements of teachers in the fields of education and research, and for academic and non-academic achievements of students;
m) to set up, maintain, extend, amalgate and abolish, in accordance with the Statutes and University Regulations, museums, laboratories, libraries, workshops, schools, centers and other institutes for the development of education, training and research;
n) to take such measures as may be required to provide and maintain academic discipline among teachers and students, to encourage academic, educational and research institutions to co-ordinate their curricula in accordance with rules, and to increase impartiality, efficiency and competence in the fields of education, training and research;
o) to demand and receive such fees as may be charged by the University Regulations;
p) to receive grants, gifts and stipends from any domestic or foreign person or institution for the development and extension of teaching programmes of the University and colleges;
qu) to publish books and journals for the purpose of developing and promoting education and research;
r) to do all such other acts and things as may be required in order to attain and realize the intended aims of the University as an institution of teaching and training, and examination and research.
7. University open to all classes, creeds etc.- The University shall be open to all men and women irrespective of their religion, race, caste and class.-

8. Teaching of the University.- (1) All recognized teaching of the University in connexion with the conferment of degrees, diplomas and certificates shall, ordinarily, be conducted by the colleges, schools and centers either alone or co-operatively, or in co-operation with the University, or in co-operation with any institution of any other university approved in this behalf by the Academic Council.
(2) The courses and curricula shall be prescribed by the University Regulations and the Regulations.
(3) The teaching programme shall include lectures and exercises as well as drills in workshops, examination halls and on the grounds given and conducted by teachers in the ways determined by the University Regulations and approved by the University.

9. Officers of the University.- The University shall have the following officers, namely:-

a) the Chancellor,
b) the Vice-Chancellor,
c) the Pro-Vice-Chancellor,
d) the Treasurer,
e) the Deans,
f) the Registrar,
g) the Inspector of Colleges,
h) the Librarian,
i) the Controller of Examinations,
j) the Director of Finance and Accounts,
k) the Director of Planning and Development,
l) and other officers as may be declared by the Statutes to be officers of the University.
10. The Chancellor.- (1) The Head of the Government of the People's Republic of Bangladesh shall be the Chancellor of the University and shall preside at the convocations for award of academic and honorary degrees:
Provided that the Chancellor may, if he wishes so to do, nominate any other person to preside at such convocations.
(2) The Chancellor shall have such powers as may be conferred on him by this Act and the Statutes.
(3) Every proposal for the conferment of an honorary degree shall be subject to the confirmation of the Chancellor.
(4) If, on the basis of a report received from the Vice-Chancellor, the Chancellor is of the opinion that unusual circumstances exist which may seriously obstruct the usual functioning of the University, he may pass such directions and orders as may be required to maintain the usual functioning of the University, and the authorities, teachers, officers and employees of the University shall be bound to comply with such directions and orders, and the Vice-Chancellor shall give effect to such directions and orders.

11. The Vice-Chancellor.- (1) The Vice-Chancellor shall be appointed by the Chancellor for a period of four years and shall be considered elegible for reappointment for a further period of four years.
(2) Notwithstanding anything contained in sub-section (1), the Vice-Chancellor shall hold his office subject to the satisfaction of the Chancellor.
(3) Where any vacancy in the office of the Vice-Chancellor occurs by reason of leave, illness or any other cause, the Chancellor shall make such arrangements for carrying on the office of the Vice-Chancellor as he may think fit.

12. Powers and duties of the Vice-Chancellor.- (1) The Vice-Chancellor shall be a wholetime principal academic and administrative executive officer of the University and shall be ex officio the Chairman of the Senate, the Syndicate, the Academic Council, the Finance Committee and the Planning and Development Committee.
(2) The Vive-Chancellor shall be entitled to be present at, and to participate in the proceedings of, any meeting of any authority or other body of the University, but he shall not be entitled to vote thereat, unless he is a member of the authority or body concerned.
(3) It shall be the duty of the Vice-Chancellor to see to it that this Act, the Statutes and the University Regulations are faithfully observed, and he shall have all powers necessary for this purpose.
(4) The Vice-Chancellor shall convene the meetings of the Senate, the Syndicate, the Academic Council, the Finance Committee and the Planning and Development Committee, and he shall convene the meetings of all the other committees of which he is the Chairman.
(5) The Vice-Chancellor may inspect schools, centers and other institutions and any college of the University.
(6) The Vice-Chairman shall take effective measures for the implementation of the decisions of the Senate, the Syndicate and the Academic Council.
(7) The Vice-Chancellor shall exercise general control over the teachers, the officers, the employees and the students of the University.
(8) In case of the Vice-Chancellor not agreeing with the resolution of any authority or body of the University, he may, after recording the reasons for his disagreement, refer the resolution back to the authority or body concerned for reconsideration, and if such authority or body continues to disagree with the Vice-Chancellor after such reconsideration, he may submit the case for decision to the Chancellor, and the decision of the Chancellor thereupon shall be final.
(9) In any emergency arising out of the business of the University and requiring in the opinion of the Vice-Chancellor immediate action, the Vice-Chancellor may take such action as he may deem necessary and shall, as fast as possible, report his action to the authority which, in the ordinary course, would have dealt with the matter.
(10) The Vice-Chancellor may appoint, on a purely temporary basis, ordinarily for a period of not more than six months, teachers (excepting professors), officers and employees of the University and shall inform the Syndicate about such appointments.
(11) The Vice-Chancellor may, with the approval of the Syndicate, delegate such of his powers and functions as he may consider necessary to such officer of the University as he may think fit.
(12) The Vice-Chancellor shall exercise such other powers as are prescribed by this Act, the Statutes, the University Regulations and the Regulations.

13. Pro-Vice-Chancellors.- (1) The Chancellor may, if he thinks fit so to do, appoint, on such terms and conditions and for such period as he may determine, one or more Pro-Vice-Chancellors.
(2) The Pro-Vice-Chancellors shall perform such duties and exercise such powers as may be determined by the Statutes and University Regulations or assigned to them by the Vice-Chancellor.

14. The Treasurer.- (1) The Chancellor may, on such terms and conditions and for such period as he may determine, appoint a Treasurer.
(2) The Treasurer shall be an honorary officer and shall receive such honorarium from the funds of the University as the Chancellor may determine.
(3) Where any temporary vacancy in the office of the Treasurer occurs by reason of leave, illness or any other cause, the Syndicate shall forthwith report the same to the Chancellor who shall make such arrangements for carrying on the office of the Treasurer as he may think fit.
(4) The Treasurer shall exercise general supervision over the funds of the University and shall give advice with regard to its financial policy.
(5) The Treasurer shall, subject to the control of the Syndicate, administer the property and investments of the University, and shall be responsible for the presentation of the annual budget estimates and statement of accounts.
(6) Subject to the powers of the Syndicate, the Treasurer shall be responsible for seeing to it that the money is expended on the purposes for which it had been granted or allotted.
(7) All financial contracts shall be signed by the Treasurer on behalf of the University.
(8) The Treasurer shall exercise such other powers as may be prescribed by the Statutes and the University Regulations.

15. The Registrar.- The Registrar shall be a residential officer of the University and shall-

a) be the custodian of the documents and the common seal of the University and shall take care of all other properties of the University put under his custody by the Syndicate;
b) receive and dispatch all the office letters and notes of the University on behalf of the University;
c) act as Secretary of the Senate, the Syndicate and the Academic Council;
d) maintain contact with the Deans regarding their plans, programmes and schedules;
e) perform such other duties as are, from time to time, assigned to him by the Academic Council and the Syndicate or imposed on him by the Vice-Chancellor.
16. The Inspector of Colleges.- The Inspector of Colleges shall be responsible for all matters connected with colleges and shall perform such other duties as are prescribed by the Statutes and the University Regulations or imposed by the Vice-Chancellor.

17. The Controller of Examinations.- The Controller of Examinations shall be responsible for all matters connected with the conduct of examinations and shall perform such other duties as may be prescribed by the Statutes and the University Regulations or imposed by the Vice-Chancellor.

18. Powers and duties of other officers.- The other officers of the University shall perform such duties and fulfill such responsibilities as may be prescribed by the Statutes, the University Regulations and the Regulations and imposed by the Syndicate or the Vice-Chancellor.

19. Authorities of the University.- The following shall be the Authorities of the University, namely:-

a) the Senate;
b) the Syndicate;
c) the Academic Council;
d) the School for Graduate Education;
e) the Postgraduate Teaching, Training and Research Center;
f) the Curriculum Development and Evaluation Center;
g) the Finance Committee;
h) the Planning and Development Committee;
i) the Selection Board;
j) other Authorities as may be declared by the Statutes to be Authorities of the University.
20. The Senate.- (1) The Senate shall consist of the following members, namely:-
a) the Vice-Chancellor;
b) all the Pro-Vice-Chancellors;
c) the Treasurer;
d) all the Deans;
e) five Professors of the University to be nominated on a rotational basis by the Vice-Chancellor;
f) one Member of the National Assembly from each administrative department to be nominated by the Speaker;
g) five distinguished educationalists to be nominated by the Chancellor;
h) five representatives of statutory research bodies to be nominated by the Government;
i) one Principal from each administrative department to be nominated by the Syndicate, among which shall be one Woman Principal;
j) two teachers holding the rank of at least Assistant Professors from the colleges of each administrative department to be nominated by the Academic Council;
k) one woman teacher holding the rank of at least an Assistant Professor from the colleges of each administrative department to be nominated by the Academic Council;
l) the Commissioner of Administrative Departments;
m) the Director-General, Head-Office of Intermediary and Secondary Education;
n) the Chairman of the Boards of Intermediary and Secondary Education and of the Board of Bangladesh Madrasa Education;
o) four Deans of the Faculties of Humanities and Social Sciences, Natural Sciences, Law and Education and Economics of the universities of Dhaka, Chittagong, Rajshahi and Jahangirnagar and other such universities, who shall be nominated on a rotational basis by the universities concerned;
p) four representatives of different professional institutions to be nominated by the Government;
qu) three public officers holding the rank of at least co-secretaries to be nominated by the Government.
(2) Every member of the Senate shall hold office for a period of two years:
Provided that, notwithstanding the expiry of the period of their office, the members shall continue in their office until their successors enter upon the office:
Provided further that the Members of Parliament, the Government officials, the Principals, the College teachers, the Deans and Professors of the University, the Chairman of the Education Board, the representatives of research or professional institutions shall hold office so long as they continue to be such Member of Parliament, Government official, Principal, College teacher, Dean, Professor, Chairman of the Education Board or associated with such research or professional institution.

21. Powers and duties of the Senate.- Subject to the provisions of this Act and Order, the Senate shall-

a) approve, amend and cancel the Statutes proposed by the Syndicate;
b) consider and pass resolutions on the annual report, the annual accounts and annual financial estimates presented by the Syndicate;
c) exercise such other powers and perform such other duties as may conferred or imposed upon it by this Act or the Statutes.
22. Meetings of the Senate.- (1) The Senate shall, on such dates as may be fixed by the Vice-Chairman, meet at least twice in a year, including its annual meeting.
(2) The Vice-Chancellor may, whenever he thinks fit, convene a special meeting of the Senate.
(3) A special meeting of the Senate shall be convened on a requisition signed by no less than one third of the total number of its members.

23. Syndicate.- (1) The Syndicate shall consist of the following members, namely:-

a) the Vice-Chancellor;
b) all the Pro-Vice-Chancellors;
c) the Treasurer;
d) a Dean to be nominated by turns by the Vice-Chancellor;
e) two Professors of the University to be nominated on a rotational basis on the basis of seniority from the following two groups, namely:-
group a - Linguistics, Humanities, Social Sciences, Economics and Education;
group b - Natural Sciences, Mathematics, Biology, Computer and Applied Science and Law;
f) three Principals of colleges to be nominated by the Academic Council, at least one being a Principal of a college for education on a graduate or postgraduate level, and one being a Woman Principal of a women college;
g) two Government officials, not below the rank of Secretaries, to be nominated by the Government;
h) two distinguished educationalists, not being salaried members of the University, to be nominated by the Chancellor;
i) one distinguished citizen, exercising a profession, to be nominated by the Senate.
(2) The nominated members of the Syndicate shall hold office for a term of two years, beginning from the date of their nomination:
Provided that, notwithstanding the expiry of the term of their office, they shall continue in office until their successors assume their charges:
Provided further that the members of the Syndicate who have been nominated as Deans, Professors, Principals or Government officials shall hold office so long as they continue to be such Deans, Professors, Principals or Government officials.

24. Powers and duties of the Syndicate.- (1) The Syndicate shall be the Chief Executive Body of the University, and it shall, subject to the provisions of this Act or orders and the powers conferred on the Vice-Chancellor, have the general management of all the affairs and financial matters of the University and the superintendance over the teachers, students, officers and employees of the University.
(2) In particular and without prejudice to the generality of the powers to be exercised under sub-section (1), the Syndicate-

a) shall acquire the property and collect the funds of the University, and shall hold, control and administer such property and funds;
b) shall determine the form, provide for custody and regulate the use of the common seal of the University;
c) shall consider and approve the budget of the University, after having it adjusted with the grants received from the Commission and the incomes from its own sources;
d) shall administer any funds placed at the disposal of the University for specific purposes or without such specification;
e) shall, on recommendations of the Academic Council, approve, suspend or abolish any college;
f) shall inspect regularly the colleges and evaluate the colleges and the persons there employed;
g) shall also, on recommendations of the Academic Council, administer training organizations for college teachers and officers and employees of colleges;
h) shall, on recommendations of the Academic Council, arrange for the holding of, and the publishing of the results of, the examinations of the University and the colleges;
i) may, on recommendations of the Academic Council, establish new education and training programmes, advanced education centers, introduce or stop new interdepartmental and interinstitutional teaching, training and research programmes, and cancel old programmes;
j) may, on recommendations of the Academic Council, create, abolish and suspend temporarily teaching and research posts of the University:
Provided that no such post shall be created unless the necessary financial means have been provided for;
k) may, subject to the provisions of this Act and the Statutes, appoint all the teachers, officers other than the Vice-Chancellor, Pro-Vice-Chancellor and Treasurer and employees of the University, define their duties and conditions of service and provide for the filling of temporary vacancies in their posts;
l) may, on consent from the Senate, make, amend or repeal the Statutes;
m) may reward any teacher or scholar of the University or a college for an outstanding contribution in the fields of education and research in recognition of his intellect and sagacity, and any college in recognition of its general efficiency;
n) may perform such other duties and exercise such other powers as have been assigned to it by the Statutes.
25. Academic Council.- (1) The Academic Council shall consist of the following members, namely:-
a) the Vice-Chancellor;
b) the Pro-Vice-Chancellor;
c) all the Deans;
d) all the Professors of the University;
e) the Director-General, Office of Secondary and Higher Education;
f) the Chairman, Intermediate and Higher Secondary Education Board Committee;
g) ten college Professors, one from each Faculty, from the college Faculties of Linguistics, Humanities, Social Sciences, Natural Sciences, Mathematics, Biology, Economics, Law and Computer and Applied Science to be nominated by the Syndicate;
h) five Principals of colleges giving lessons on a graduate or postgraduate level to be nominated by the Syndicate;
i) five Principals from five colleges which are not represented under the clauses g) and h) to be nominated by the Senate:
Provided that nominations under the Clauses g), h) and i) shall be made in such way that every administrative department of the country is, as far as possible, represented in the Academic Council by the same number of teachers;
j) five teachers from other universities of the country, not being in rank lower than an Assistant Professor, to be nominated by the Chancellor;
k) five distinguished research-workers from statutory research institutions to be nominated by the Chancellor;
l) the Librarian of the University;
m) the Supervisor of colleges;
n) the Examination Controller;
o) the Registrar.
(2) Every person nominated to the Academic Council shall hold office for a period of two years, beginning from the date of their nomination:
Provided that, notwithstanding the expiry of such period, they shall continue in office until their successors enter upon the office:
Provided further that any member shall hold office so long as he continues to hold the post or to be in the research institution from which he has been nominated.

26. Powers and duties of the Academic Council.- (1) The Academic Council shall be the principal academic body of the University, and shall, subject to the provisions of this Act, the Statutes and the University Regulations, have the control and superintendence over, and be responsible for, the definition of the aims and ends of all the academic activities of the University, the preparation of the academic plan for one year and of plans connected therewith, the definition and maintenance of the standards of education, instruction and examination, and shall advise the Syndicate on all matters relating to education.
(2) Subject to the powers conferred on the Vice-Chancellor and the Syndicate, the Academic Council shall have the following powers, namely:-

a) to define curricula and syllabi for colleges, schools and centers;
b) to define the standards of education, research and examination of colleges, schools and centers, to determine the conditions for the admission of students, the award of degrees and the admission to examinations,to hold examinations, to publish the results of examinations, to regulate the discipline of the students and the responsablities of the teachers in connection therewith, and to make regulations for all matters relating to education, instruction and research;
c) to recognise as equivalent the degrees of other Universities, or Higher Education or Research Institutions;
d) to decide on the exemptions from any course which may be given to any student or examinee;
e) to determine, on recommendations of the Committees concerned, courses and syllabi, to approve the panel of examiners for every course, to approve research projects for research degrees, and to decide on the appointment of examiners for the examination of every such matter;
f) to make proposals to the Syndicate on the policy to be adopted with respect to improving the instruction and efficiency of teachers and to promote the award of instructions and fellowships;
g) to make rules and provisions for the improvement and consolidation of the qualitative standard of colleges, schools, centers or other institutions and to decide on the co-operation or joint programmes with other universities inside or outside the country and higher education and research institutions;
h) to make rules for the use and development of the library of the University;
i) to consider proposals for the creation or temporary suspension of offices for all kinds of teachers and research workers and to make recommendations to the Syndicate thereon;
j) to make University Regulations on all academic matters for submission to the Syndicate;
k) to promote the award of all kinds of scholarships, medals and prizes.
(3) The Academic Council shall discharge all such other functions and exercise all such other powers as may be prescribed by the Statutes and conferred to it by the Syndicate.

27. Academic Units of the University.- (1) The University shall in the initial stages have the following acdemic units, namely:-

a) a School for Undergraduate Education;
b) a Postgraduate Education, Instruction and Research Center;
c) a Curriculum Development and Evaluation Center.
(2) The School and the Centers shall be called by the name of its principal Deans.
(3) The Deans shall, on recommendations of the Vice-Chancellor, be appointed by the Syndicate from among the Professors of the University on the basis of academic success and experience in the fields of education and administration. They may be taken into consideration for reappointment, but shall not at the same time accept any other administrative office, nor discharge any other function.

28. School for Undergraduate Education.- (1) The School for Undergraduate Education shall, under the general control of the Academic Council and the Syndicate, organize the undergraduate education of the colleges, define syllabi and curricula, recommend examination rules for submission to the Academic Council, maintain the standard of instruction and ensure the qualitative standard of education.
(2) This School shall have its own management rules, academic and executive programme, but it shall, when defining its policy, co-operate and maintain consistency with the Postgraduate Education, Instruction and Research Center and the Curriculum Development and Evaluation Center.

29. Postgraduate Education, Instruction and Research Center.- (1) The Postgraduate Education, Instruction and Research Center shall consist of the Faculties of Linguistics, Humanities, Social Sciences, Economics, Natural Sciences, Mathematics, Biology, Education, Law and Computer and Applied Science and it shall-

a) organize the graduate and postgraduate education;
b) be responsible for the initiation and realisation of staff development programmes, instructions for college teachers and advanced education and research programmes of the University.
(2) Subject to their being consistent with the decisions of the Academic Council and the Syndicate, the Postgraduate Education, Instruction and Research Center shall have its own management rules, academic programme and executive programme:
Provided that it shall, when defining its policy, co-operate and maintain consistency with the School for Undergraduate Education and the Curriculum Development and Evaluation Center.

30. Curriculum Development and Evaluation Center.- The Curriculum Development and Evaluation Center shall discharge the following functions, namely:-

a) to evaluate, in consistency with the national trend of thoughts, teaching courses and curricula on the various levels of college education;
b) to reflect exactly the latest advances in knowledge and the sciences in the various syllabi and curricula;
c) to determine the aims and the nature of higher education in view of the changing social and economic circumstances and requirements;
d) to encourage, by appropriate evaluations, the invention and use of modern and adequate teaching aids;
e) to harmonize the ascertainment of the needs of the students with the aim of development on the individual, social and national level;
f) to evaluate the academic programmes of the colleges.
(2) This Center shall, under the control of the Academic Council and the Syndicate, have its own management rules and executive programme:
Provided that it shall, when defining its policy, co-operate and maintain consistency with the Postgraduate Education, Instruction and Research Center and the School for Undergraduate Education.

31. Finance Committee.- (1) The University shall have a Finance Committee which shall consist of the following members, namely:-

a) the Vice-Chancellor;
b) one Pro-Vice-Chancellor to be nominated on a rotational basis by Vice-Chancellor;
c) the Treasurer;
d) one Dean to be nominated on a annual rotational basis by the Syndicate;
e) one Professor to be nominated on a annual rotational basis by the Syndicate;
f) one public officer, not being in rank below a co-secretary, to be nominated by the Government;
g) one Principal of a college to be nominated by the Academic Council;
(2) The Director of Finance and Accounts shall discharge the function of the secretary of the Finance Committee.
(3) Every nominated member of the Finance Committee shall hold office for a period of two years:
Provided that he shall, notwithstanding the expiry of that period, continue in office until his successor enters upon the office.
(4) The Finance Committee shall-
a) supervise the income and expenditure of the University;
b) advise the Syndicate on all matters relating to the finances, funds, properties and accounts of the University;
c) discharge such other functions as may be prescribed by the Statutes or conferred by the Vice-Chancellor and the Syndicate.
32. Planning and Development Committee.- The University shall have a Planning and Development Committee which shall consist of the following members, namely:-
a) the Vice-Chancellor, who shall also be its secretary;
b) all the Pro-Vice-Chancellors;
c) the Treasurer;
d) all the Deans;
e) the Director-General, Intermediate and Higher Education Office;
f) two Principals to be nominated by the Academic Council, at least one of them being the Principal of a degree college providing instruction up to the standard of graduate or postgraduate education;
g) two experts to be nominated by the Government, one from amongst architects and engineers and the other from amongst persons occupied in education planning or business, industry or public administration;
h) the Registrar;
i) the Planning and Development Director, who shall also be its secretary.
(2) The nominated members of the Planning and Development Committee shall hold office for a period of two years:
Provided that they shall, notwithstanding the expiry of such period, continue in office until their successors enter upon office.
(3) The Planning and Development Committee shall prepare and submit for approval to the Syndicate, plans for the development of the University.

33. Selection Board.- (1) There shall be a Selection Board to the University for recommending appointments of teachers and officers.
(2) The constitution of the Selection Board and other connected matters shall be determined by the Statutes.
(3) All matters in which the Syndicate does not agree with the Selection Board shall be submitted for decision to the Chancellor.

34. Grants, etc.- (1) The Government or Commission shall every year, for the purposes of this Act, grant the University the required financial means.
(2) The University shall prepare its annual budget within the limits of the means granted by the Government or the Commission or received from its own sources.
(3) The University shall observe the advice of the Commission on the rules of expenditure and the financial management.
(4) The University shall supply to the Commission such informations, reports and statistics as it may demand.

35. Annual report.- The annual report of the University shall be prepared under the direction and control of the Syndicate and shall be submitted to the Commission on or before the 31st January of the following academic session.

36. Annual accounts.- The annual accounts and balance sheet of the University shall be prepared in accordance with the directions of the Syndicate and shall be submitted to the Commission.

37. Affiliation and disaffiliation.- (1) No college shall be affilated unless it fulfills the conditions imposed by this Act, the Statutes and the University Regulations.
(2) The Syndicate shall take advice from the Academic Council in all matters relating to affiliation and disaffiliation.

38. Inspection and reports.- (1) The University shall cause each college to be inspected from time to time by one or more especially charged persons.
(2) The University may direct any college so inspected to take within a specified period such action as may appear necessary.
(3) Every college shall furnish such reports, statements and informations as the Academic Council, the Schools and the Center may demand.

39. Teaching in the college and co-operation between college and University, etc.- (1) A college shall provide instruction in such subjects and up to such standard as it may be authorized to do by the Syndicate on the advice of the Academic Council and shall not provide instruction in any course up to any standard without the prior permission of the said authority.
(2) The University may, after consideration of the advice of the Academic Council and other institutes concerned and after consultation with the college or colleges concerned, provide for co-operation between colleges and between colleges and the University with regard to imparting instruction.
(3) A college may, for the benefit of students, provide lectures or courses on any subject selected by the Schools and the Postgraduate Education, Insruction and Research Center.
(4) Lectures which are delivered by teachers of the University and have been prepared for any college shall, with the prior approval of the Vice-Chancellor, be open to students of other colleges.

40. General provisions relating to colleges.- (1) Every college shall be a public educational institution.
(2) Every college shall be managed by a governing body and the constitution, powers and functions of the said governing body shall be prescribed by the Statutes.
(3) The Principal of each college shall be responsible for its internal administration and discipline.
(4) Every college shall satisfy the Syndicate that it has sufficient money to manage itself uninterruptedly and efficiently.
(5) The tuition fees and other fees charged by any college shall not be above the highest nor below the lowest rate specified by the University Regulations.
(6) Every college shall act in accordance with the Statutes, University Regulations and regulations.
(7) Every admission to a college shall be subject to the conditions specified by the University Regulations and the regulations made for this purpose.
(8) The terms, vacations and holidays of each college shall ordinarily agree with the terms, vacations and holidays of the University.
(9) Every college shall maintain the registers and records specified by the University Regulations, and shall supply such informations as may be specified from time to time by the University.
(10) Every college shall annually, before the date of 31th December, submit to the College Supervisor a report of its activities in the preceding academic session containing a statement on any change in the management and number of teachers and the actual number of students, an account of the income and expenditure and other necessary and relevant informations.

41. Admission to University courses.- (1) Subject to the provisions of this Act and the Statutes, admission of students to pregraduate, postgraduate and other courses in the University and the colleges shall be directed by rules made by the Admission Committee appointed for this purpose by the Academic Council.
(2) Students shall not be eligible for admission to any course for a degree of the University or a college, unless they have passed any secondary examination of any Board of Intermediate and Secondary Education Board of Bangladesh, or (any other other authority) incorporated by any law for the time being in force in Bangladesh or any other examination recognised under the Statutes as equivalent thereto, and possess such further qualifications as may be prescribed by the University Regulations.
(3) The conditions under which students may be admitted to degree, diploma, certificate and postgraduate courses of a college shall be prescribed by the Statutes and the University Regulations.
(4) For the purpose of admission to a course for a degree the University may, in the manner prescribed by its regulations, recognise as equivalent to its own degree, any degree conferred by any other university or as equivalent to a Intermediate Examination, (any examination) conducted by any recognised University or Board.

42. Examinations.- (1) All arrangements for the conduct of examinations shall be made by the Controller of Examinations under the general supervision of the Vice-Chancellor.
(2) The Academic Council shall appoint Examination Committees the establishment, powers and functions of which shall be prescribed by the University Regulations.
(3) If during the course of an examination any examinor is for any cause incapable to act as such, the Vice-Chancellor shall appoint another examinor to fill the vacancy.

43. Conditions of service.- (1) Every teacher, officer and employee of the university shall at any time perform his functions honestly and conscientiously and shall be strictly law-abiding and impartial in performance of the functions relating to his office.
(2) Unless clearly otherwise stated in the conditions of appointment, every teacher, officer or employee of the University shall be deemed to be a permanent teacher, officer or employee of the University.
(3) No teacher, officer or employee of the University shall be involved in any activity against the interests of the University or its bodies.
(4) The service conditions of the teachers, officers and employees of the University shall be determined by the Statutes without any prejudice to their civil and other rights and without being inconsistent with the aims and purposes of the University; provided that, subject to the provisions of this Act, teachers, officers and employees may, in such manner and for such reasons as may be prescribed by the Statutes, be removed from office or dimissed or punished in any other way.

44. Statutes.- Subject to the provisions of this Act and orders, the Statutes shall provide for all or any of the following matters, namely:-

a) the powers and duties of the Syndicate, the Academic Council, the Finance Committee, the Planning and Development Committee, the School for Undergraduate Education, the Postgraduate Education, Instruction and Research Center, the Curriculum Development and Evaluation Center and other authorities of the University;
b) the designations, duties and responsabilities and conditions of service of the teachers, officers and employees of the University;
c) the institution of fellowships, scholarships and prizes;
d) the setting up and maintenance of hostels and students' boarding houses;
e) the mode of appointment of Professors, Associate Professors, Assistant Professors, Lecturers, Fellows, officers and other employees of the University;
f) the conferment of honorary degrees;
g) the constitution of a pension, provident fund etc. for the benefit of teachers, officers and employees of the University;
h) all matters which under this Act are to be or may be prescribed by the Statutes.
45. Framing of Statutes.- (1) The Syndicate may make, amend or repeal Statutes in the manner stated in this section.
(2) The First Statutes of the University stated in the Schedule shall not be amended or repealed without the approval of the Chancellor.
(3) All Statutes, as proposed by the Syndicate, shall be submitted to the Senate for approval, and the proposal of Statutes shall, if no approval has been received within six months after its submission or if it has not been returned within such period, be deemed to have been appoved by the Senate.
(4) A Statute proposed by the Syndicate shall have no validity until it has been approved or deemed to have been approved by the Senate.
(5) Save as otherwise provided in this Act, the Syndicate shall not propose any Statute affecting the status, powers or constitution of any authority of the University until such authority has been given an opportunity of expressing an opinion upon the proposal and any opinion so expressed shall be in writing and shall be considered by the Syndicate and shall be submitted to the Senate together with the draft of the proposed Statutes.

46. University Regulations.- Subject to the provisions of this Act and the Statutes, the University Regulations shall provide for all or any of the following matters, namely:-

a) the admission of students to colleges and their registration;
b) the curricula and syllabi of courses for degrees, diplomas and certificates of colleges;
c) the organization of the general scheme of studies, the conduct of lectures and tutorial classes and the rules in accordance with which laboratories and workshops are to be managed;
d) the conditions of residence of the students and their conduct and discipline;
e) the conditions under which students shall be admitted to examinations for degrees, certificate and diplomas of colleges and shall become eligible for the award of degrees, certificates and diplomas;
f) the fees to be paid for admission to the various courses and examinations of the University and the colleges and for being awarded a degree;
g) the constitution of units of the University and their powers and duties;
h) the constitution, powers and duties of various academic boards and committees of the University;
i) the conduct of examinations of the University and the colleges;
j) the institution of training and refresher courses for college teachers and all matters relating to staff development;
k) all matters which under this Act or the Statutes are to be or may be provided for by the University Regulations.
47. Framing of University Regulations.- The University Regulations shall be made by the Syndicate on recommendations of the Academic Council:
Provided that the Syndicate may, if it does not agree with the draft of a University Regulation proposed by the Academic Council, submit the proposal together with a draft containing its alterations and amendments for reconsideration again to the Academic Council and the Academic Council may further, if it does not agree with the proposal of the Syndicate, submit it to the joined meeting of the Syndicate and the Academic Council and the decision of the joined meeting shall be deemed final.

48. Regulations.- The authorities and other bodies of the University may make regulations consistent with this Act, the Statutes and the University Regulations for the following purposes, namely:-

a) to lay down the procedure to be observed at their meetings and the number of members required to form a quorum;
b) to provide for all matters which are to be prescribed by the Regulations in accordance with this Act, the Statutes and the University Regulations;
c) to provide for all matters solely concerning such authorities and not provided for by this Act, the Statutes and the University Regulations.
(2) Every authority or body of the University shall make Regulations providing for the giving of notice to the members of such authority or body of the dates of meeting and of the business to be considered at meetings, and for the keeping of a record of the proceedings of such meetings.
(3) The Syndicate may direct the amendment or the annulment, in such manner as it may specify, of any Regulation made under this section:
Provided that any authority or body of the University which is dissatisfied with any such direction may appeal to the Chancellor whose decision in the matter shall be final.

49. Interdiction of becoming a member of an authority of the University.- No person shall be eligible for any office of the University or any college or membership of any authority or body of the University or any college if-

a) he is mentally unsound or unable to discharge his functions on account of being deaf, mute or otherwise disabled;
b) he is an undischarged insolvent;
c) he has been convicted by a court of an offence involving moral turpitude.
50. Filling of casual vacancies.- All casual vacancies among the members other than ex-officio members of any authority or other body of the University shall be filled, as soon as possible, by the person or authority who appointed or nominated the members whose place has become vacant, and the persons appointed or nominated to a casual vacancy shall be members of such authority or body for the residue of the term for which the persons whose place they fill would have been members.

51. Proceedings not invalidated etc. .- No act or proceeding of any authority or body of the University shall be invalidated merely by reason of any vacancy in, or any fault or defect in the appointment or nomination to any office of, or any other kind of defect in the constitution of, such authority or body, and no question may be raised in respect thereof.

52. Decision of the Chancellor on contentious matters.- If a contention arises between the University and any of its teachers or officers on any contract or matter not provided for in particular by this Act or the Statutes, the Vice-Chancellor shall, on the request of such teacher or officer, submit such contention for decision to the Chancellor whose decision in the matter shall be final.

53. Pension and provident fund.- The University may, in such manner and subject to such conditions as may be prescribed by the Statutes, constitute for the benefit of its teachers, officers and other employees, such pension, group insurance, benevolent fund or gratuity as it may deem fit.

54. Removal of difficulties.- If any difficulty arises with respect to the functioning of the University or in connection with the first meeting of any authority of the University or in first giving effect to the provisions of this Act, the Chancellor may, at any time before all the authorities of the University have been constituted, by order make any appointment or do anything, consistent so far as may be with this Act and the Statutes, which appears to him necessary or expedient for the purpose of removing the difficulty, and every such order shall have effect as if such appointment or action had been made or taken in accordance with the provisions of this Act.

55. Transitional provisions.- Notwithstanding anything contained in any other law for the time being in force, the Universities of Dhaka, Rajshahi and Chittagong shall continue to have jurisdiction over the colleges under their respective jurisdiction until the University assumes the responsability of controling and supervising all degree colleges of the country.

The First Statutes of the University









1. Definitions.- Unless there is anything repugnant in the subject or context, in these Statutes-

a) "Act" means the National University Act, 1992 (Act No.37 of 1992);
b) "Senate", "Syndicate", "Academic Council", "officer", "Authority", "Professor", "Assistant Professor", "Associate Professor", "Lecturer", "college teacher" means respectively Senate, Syndicate, Academic Council, officer, Authority, Professor, Assistant Professor, Associate Professor, Lecturer of the National University and college teacher of affilated and constituent colleges of the University.
2. Affiliation.- (1) A college applying for affiliation to the University shall make an application in the prescribed form to the Registrar so as to reach him not later than 15th October preceding the academic year from which the affiliation sought is to take effect and shall satisfy the Syndicate-
a) that the college is to be under the management of a Governing Body;
b) that the strength and the qualifications of the teaching staff of the college and the conditions governing their tenures of office are such as to make due provisions for the courses of instruction, teaching and training to be undertaken by the college and that adequate provision has been made for counselling and tutorials;
c) that the buildings in which the college is to be located are suitable and provide the place required for all the academic and administrative activities of the college;
d) that provision is made for the residence in the college hostel or in lodgings approved by the college of students not residing with their parents and for the physical and general welfare of students including facilities for sports, games and athletics and that facilities would also been provided on the campus where teachers and students could meet informally;
e) that, within such period of time as may be prescribed by the University, provision shall be made for a library which shall remain open every day for such hours as may be determined, in which the students may study during off periods and outside college hours and from which they may lend books for use at home for such period as may be prescribed;
f) where affiliation is sought in any branch of experimental science, that provision has been or shall be made for laboratories and museums properly equipped for imparting instruction in that branch of science;
g) that provision shall be made for residence of the Principal and some members of the teaching stuff in or near the college or the place provided for the residence;
h) that the financial resources of the college are such as to make due provision for its continued maintenance and efficient working;
i) that the affiliation of the college shall not be injurious to the interests of any other affiliated college or colleges already situated in the neighbourhood.
(2) The application shall further contain an assurance that after the college is affiliated any change in the management or the teaching staff or any other change shall forthwith be reported to the Syndicate.
(3) On receipt of the application under sub-section (1), the Syndicate shall-
a) direct a local inquiry to be made by a person or persons nominated by the Syndicate in respect of matters referred to in sub-section (1) and such other matters as may be deemed necessary and relevant;
b) provide for such further inquiry as may be necessary;
c) decide after due academic consideration the question whether the application should be granted or refused.
(4) The Syndicate shall prescribe the minimum number of teachers required and the scope of teaching in each affiliated college.
(5) The Syndicate may give from time to time directions with regard to the conditions of service of college teachers.
(6) No affiliation shall ordinarily be granted with retrospective effect.

3. Inspection and reports.- (1) Every affiliated college shall furnish such reports, returns and other information as the Syndicate may demand at any time.
(2) Every affiliated college shall be regularly inspected by a person or persons nominated by the Inspector of Colleges or the Vice-Chancellor or the Syndicate.

4. Governing body.- (1) Every affiliated college shall be a public educational institution.
(2) Every affiliated college shall be regularly inspected by a person or persons nominated by the Inspector of Colleges or the Vice-Chancellor or the Syndicate.

5. Selection Board.- (1) The Selection Board for appointment of the Registrar, the Inspector of Colleges, the Librarian, the Controller of Examinations, the Director of Finance and Accounts, the Planning and Development Officer and other officers of equal rank shall consist of the following members, namely:-

a) the Vice-Chancellor, who shall also be the Chairman;
b) one Pro-Vice-Chancellor to be nominated by the Syndicate (on the basis of annual rotation);
c) one expert to be nominated by the Chancellor on recommendations of the Vice-Chancellor;
d) one honorary member to be nominated by the Syndicate;
e) one Dean to be nominated by the Vice-Chancellor (on the basis of annual rotation).
(2) The Selection Board for appointment of Professors and Associate Professors shall consist of the following members, namely:-
a) the Vice-Chancellor, who shall also be its Chairman;
b) one Pro-Vice-Chancellor to be nominated by the Syndicate (on the basis of annual rotation);
c) three experts to be nominated by the Chancellor;
d) one Dean to be nominated by the Syndicate (on the basis of annual rotation);
e) one honarary member to be nominated by the Syndicate.
(3) The Selection Board for appointment of teachers other than Professors and Associate Professors shall consist of the following members, namely:-
a) the Vice-Chancellor, who shall also be its Chairman;
b) one Pro-Vice-Chancellor to be nominated by the Syndicate (on the basis of annual rotation);
c) the Dean of the School for Undergraduate Education;
d) the Dean of the Postgraduate Education, Instruction and Research Center;
e) three experts to be nominated by the Syndicate;
(4) The Selection Board for appointment of officers of the University other than the teachers, officers etc. referred to in sub-section (1), (2) and (3) shall consist of the following members, namely:-
a) the Vice-Chancellor or a Pro-Vice-Chancellor to be nominated by the Vice-Chancellor, who shall also be its Chairman;
b) one Dean (on the basis of annual rotation);
c) two members of the Syndicate to be nominated by the Syndicate, at least one of them being an honarary member of the Syndicate;
d) one public officer to be nominated by the Government, not being in rank below a Co-Secretary;
e) the Registrar, who shall also be its secretary.
(5) The members nominated to the Selection Board shall hold office for a period of three years:
Provided that they shall, notwithstanding the expiry of such period, continue in office until their successors enter upon office.
(6) If the Syndicate does not agree with a recommendation of the Selection Board, in that case the matter shall be returned to the Selection Board for reconsideration and shall, if the difference of opinion continues to exist, be submitted to the Chancellor for final decision.
(7) The Selection Board may recommend a grant of higher initial salary in the case of a particularly deserving candidate for consideration of the Syndicate.
(8) The Syndicate may, on recommendations of the Selection Board, propose the appointment of an emminently qualified person to a Professorship in the University on such terms and conditions as it may determine.

6. Dean.- The Syndicate shall, on recommendations of the Vice-Chancellor, appoint, on the basis of competence and educational and administrative experience, a Dean from amongst the Professors of the University for a period of four years, who shall be eligible for reappointment. The Dean shall be a permenent academic and executive officer of the School and Centers and he shall, under the general control and supervision of the Vice-Chancellor, be responsible for the management of the administration and the implementation of the programmes of his institutions.

7. School.- The School for Undergraduate Education shall, under the general control of the Syndicate and Academic Council, perform with respect to affiliated colleges the following functions, namely:-

a) to organize and supervise education and teaching programmes;
b) to define syllabi and courses;
c) to evaluate, modernize and, if necessary, modify and rearrange syllabi and curricula;
d) to determine the standard of teaching and to maintain the standard determined;
e) to encourage the co-operation between colleges in the fields of education and research and to take measures for the improvement and consolidation of the quality of instruction;
f) to perform such other functions as may be helpful in fulfilling the aims and purposes of the School.
(2) The administration of the School shall be entrusted to a Board of Directors, which shall consist of the following members, namely:-
a) the Dean of the School, who shall also be its Chairman;
b) one Professor or Assistant Professor from each of the disciplines of Linguistics, Humanities, Social Sciences, Economics, Natural Sciences, Mathematics, Biology, Law and Computer and Applied Science on a biennial rotational basis on the basis of seniority;
c) the Dean of the Postgraduate Education, Instruction and research Center;
d) the Dean of the Curriculum Development and Evaluation Center;
e) two college Professors of affiliated colleges to be nominated by the Vice-Chancellor.
(3) The Syndicate may confer to the Board of Directors the administrative and financial powers required for the proper management of the School, including in particular the following powers, namely:-
a) to consider and approve, cancel or return to the Dean for modification in accordance with the recommendations of the Board, the annual programme and budget of the School prepared by the Dean;
b) to make such regulations as are required for the proper organization and administration of the School.
(4) There shall be a Board of Studies to the School, which shall consist of the following members, namely:-
a) the Dean of the School, who shall also be its Chairman;
b) one Professor or Assistant Professor from each of the disciplines included in the School on a biennial rotational basis on the basis of seniority;
Provided that, except for special cases, no Professor or Assistant Professor may be at the same time a member of the Board of Directors and a member of the Board of Studies;
c) the Dean of the Postgraduate Education, Instruction and Research Center;
d) the Dean of the Curriculum Development and Evaluation Center;
e) ten Professors or Assitant Professors of colleges to be nominated by the Academic Council in such way as to ensure that, as far as possible, the colleges situated in each administrative department of the country are equally represented, and that no more than one teacher is nominated from any subject;
f) three University teachers to be nominated by the Vice-Chancellor.
(5) The members of the Board of Studies shall, subject to their being in the office they held at the time of their nomination as members, hold office for a period of two years.
(6) The Board of Studies shall in particular define syllabi and curricula, recommend panels of examinors and make regulations for consideration of the Academic Council on the academic qualifications to be fulfilled for the admission to various courses and to examinations, and for the award of degrees.
(7) The Board may appoint various Committees of Courses and Studies to render assistance and give advice in the preparation of curricula and syllabi for any special subject or subjects.

8. Postgraduate Education, Instruction and Research Center.- (1) The Postgraduate Education, Instruction and Research Center shall, under the general supervision of the Syndicate and the Academic Council,-

a) be responsible for the organization of graduate and postgraduate teaching at affiliated colleges;
b) be responsible for academic development programmes, instruction of college teachers and advanced teaching and research at the University;
c) be involved in the procedures for admission and approval of colleges;
d) direct colleges, if necessary, to render assistance to the School, the Curriculum Development and Evaluation Center and the Office of the Inspector of Colleges, and shall supervise the academic management.
(2) The administration of the Center shall be entrusted to a Board of Directors, which shall consist of the following members, namely:-
a) the Dean of the Postgraduate Education, Instruction and Research Center, who shall also be its Chairman;
b) the Dean of the School;
c) the Dean of the Curriculum Development and Evaluation Center;
d) six Professors or Assistant Professors on a biennial rotational basis on the basis of seniority, three from each of the following two groups, namely:-
group a- Linguistics, Humanities, Social Sciences, Education, Commercial Science;
group b- Natural Sciences, Mathematics, Biology, Computer and Applied Science;
e) two Professors of colleges to be nominated by the Vice-Chancellor from affiliated colleges.
(3) The Syndicate may confer to the Board of Directors the administrative and financial powers required for the proper management of the Center, including in particular the following powers, namely:-
a) to consider and approve, cancel or return to the Dean for modification in accordance with the recommendations of the Board, the annual programme and budget of the Center prepared by the Dean;
b) to make such regulations as are required for the proper organization and management of the Center.
(4) There shall be a Board of Studies to the Center, which shall consist of the following members, namely:-
a) the Dean of the Center, who shall also be its Chairman;
b) one Professor or Assistant Professor from each of the disciplines included in the Center on a biennial rotational basis on the basis of seniority;
c) the Dean of the School;
d) the Dean of the Curriculum Development and Evaluation Center;
e) one Principal or Dean from the colleges imparting instruction up to the graduate, honours or postgraduate standard of education of each administrative department to be nominated by the Senate;
f) Director-General, Intermediate and Secondary Education Office;
g) Director-General, National Education Management Academy;
h) three persons to be nominated by the Vice-Chancellor from proficient teachers, educational administrators and research workers.
(5) The members nominated to the Board of Studies shall hold office for a period of two years, provided that they shall continue in office until their successors have assumed their charges.
(6) The board of Studies shall have the following duties, namely:-
a) to submit to the Academic Council plans and schedules for the regular inspection and supervision of colleges;
b) to submit to the Academic Council plans and proposals for the improvement of the academic efficiency of the affiliated colleges;
c) to define curricula and syllabi for instruction on the postgraduate level, to recommend panels of examinors and to make regulations regarding the admission to various courses and to examinations; and the Board may appoint one or more Committees of Courses and Studies which shall give advice in the preparation of curricula and syllabi for any special subject or subjects;
d) to propose research works for the approval of the Academic Council and to recommend panels of examinors for the examination and evaluation of every thesis;
e) to make preparations, to prepare programmes and to take measures for the instruction of college teachers and to conduct seminars, workshops and refresher courses;
f) to fulfill such other duties as are conferred to it by the Board of Directors or the University.
9. The Curriculum Development and Evaluation Center.- (1) The Curriculum Development and Evaluation Center shall, under the general supervision of the Syndicate and the Academic Council,-
a) evaluate curricula and syllabi on the college level with a view to aligning education with the requirements of society by rendering it more purpose-orientated and consistent with the national trend of thoughts;
b) create and devise new areas of knowledge and promote creativity;
c) promote the extension of the limits of human knowledge and the improvement of human competency and proficiency;
d) procure knowledge from the swiftly expanding repertory of science and gain information on the advances made in the science of education, and shall make use of such kowledge and such informations for the purpose of raising the quality standard of instruction on the college level, and for the purpose of rendering such instruction more life-orientated;
e) endeavour to invent and improve teaching aids, and to connect education more closely with the national economic activities, and shall in this matter fulfill its duties in full co-operation with the Postgraduate Education, Instruction and Research Center;
f) keep reports on college teachers and evaluate their efficiency;
g) establish and manage in co-operation with the Postgraduate Education, Instruction and Research Center, the Office of the Inspector of Colleges and the Computer Unit of the University the Datacapture Center in which shall be stored all informations on the colleges and teachers;
h) fulfill all other duties which are entrusted to it by the Vice-Chancellor, the Syndicate and the Academic Council.
(2) The administration of the Center shall be entrusted to a Board of Directors which shall consist of the following members, namely:-
a) the Dean of the Center, who shall also be its Chairman;
b) two Professors or Assistant Professors on a biennial rotational basis on the basis of seniority from the following two groups, namely:-
group a- Linguistics, Humanities, Social Sciences, Economics and Education;
group b- Natural Sciences, Mathematics, Biology, Computer and Applied Science;
c) the Dean of the Postgraduate Education, Instruction and Research Center;
d) the Dean of the School;
e) a Professor or Assistant Professor, Computer and Applied Science;
f) the Inspector of Colleges;
g) Director-General, Education and Society Section, Department of Implementation, Inspection and Evaluation, Ministry of Planning;
h) the Head of the Department of Planning, Ministry of Education;
i) Director, I.E.R., Dhaka University;
j) one Principal from the colleges situated in each administrative department to be nominated by the Academic Council.
(3) The Syndicate may confer to the Board of Directors the administrative and financial powers required for an efficient management of the center, including in particular the following powers, namely:-
a) to consider and approve, cancel or return to the Dean for modification in accordance with the recommendations of the Board, the annual programme and budget prepared by the Dean;
b) to make such regulations as are required for the proper organization and administration of the Center.
(4) There shall be a Board of Studies to the Center, which shall consist of the following members, namely:-
a) the Dean of the Center, who shall also be its Chairman;
b) one Professor or Assistant Professor from each of the disciplines included in the School on a biennial rotational basis on the basis of seniority;
c) the Dean of the School;
d) the Dean of the Postgraduate Education, Instruction and Research Center;
e) a Professor or Assistant Professor, Computer and Applied Science;
f) the Inspector of Colleges;
g) one Principal or Professor from the colleges which impart instruction up to the standard of graduate or postgraduate education of each administrative department to be nominated by the Syndicate;
h) one Professor of the I.E.R. of the Dhaka University to be nominated by the Academic Council;
i) a member (Curriculum), National Curriculum and Textbook Board;
j) Director-General, Education and Society Section, Department of Implementation, Inspection and Evaluation, Ministry of Planning or an officer not being in rank below a director to be nominated by him;
k) three educationalists, curriculum experts or education experts to be nominated by the Vice-Director.
(5) Every member of the Board other than those nominated to it shall hold office for a period of two years, provided that they shall continue in office until their successors enter upon office.
(6) The Board shall have the following duties, namely:-
a) to study, examine and audit thoroughly various courses, curricula and syllabi on the undergraduate level;
b) to ensure the qualitative standard of instruction at colleges and to make recommendations to the Academic Council for the modification and improvement of curricula and syllabi with the aim to encourage the taking of efforts and the achievingof excellence;
c) to submit plans and proposals to the Academic Council for the improvement of teaching materials;
d) to determine the method of monitoring the teaching programmes of colleges and to keep records of all such programmes;
e) to capture, keep and analyse separately data on every teacher and institution;
f) to fulfill all duties entrusted to it by the Board of Directors or the Academic Council.
