Interpretation

1 In this Act—

(a) "cycle" means a pedal cycle not propelled by mechanical or electrical power and includes a pedicar;

(b) "highway" and "estate road" have the meanings respec tively assigned to them in the Motor Car Act 1951 [title 21 item 4]; and

(c) "pedicar" means a cycle having three or more wheels.

Handlebars, brakes and other equipment

2 No person shall ride on any highway or estate road a cycle—

(a) which is not fitted with handlebars or is fitted with han dlebars having a maximum overall width in excess of thirty inches;

(b) which is not fitted with an effective braking system in working order;

(c) which is not equipped with a bell in good working order and fitted in such a position as to be easily operated by the person riding the cycle;

(d) the outside of the rear mudguard of which is not painted with reflective paint for a distance of not less than seven inches from the bottom and which reflective paint shall not be obscured by anything other than a red reflector carried under section 25 of the Road Traffic Act 1947 [title 21 item 3]; and

(e) the lamp or reflector of which, when required under any provision of law to be carried thereon, is not affixed rigidly thereto.

No pedicars on highway

3 No person shall ride a pedicar on any highway.

Offences

4 Any person who contravenes any requirement of this Act com mits an offence against this Act:

Punishment on summary conviction: the penalty specified in Schedule l to the Traffic Offences (Penalties) Act 1976 [title 21 item 13].
