CENSUS REGULATIONS
1991
[made by the Minister of Finance under
section 6 of the Census Act 1950 [title 28 item 6] and brought into operation
on 27 February
1991]

In exercise of the powers conferred upon the Minister of Finance by section 6 of the Census Act 1950 [title 28 item 6], the following Regulations are hereby made:—
Citation
1 These Regulations may be cited as the
Census Regulations 1991.
Interpretation
2 In these Regulations—
"the Census"
means the 1991 Census;
"census day"
means 20th May 1991;
"census
night" means the night between 20th and 21st May 1991;
"hotel"
includes any guest house, boarding house or lodging house, and any vessel which
is not ordinarily moored or an
chored in Bermuda;
"household"
means the, or, where there is more than one, a, household at any premises; and
the head of a household is
the member of it living there who is mainly
responsible for running its affairs;
"institution"
includes any hospital, nursing home or home for the aged, the sick or the
destitute, any hostel or residential
club, any boarding school, and any prison
or other place of detention;
"premises"
where the premises are a vessel, means a vessel that is ordinarily moored or
anchored in Bermuda and on which
there is any person staying on census night.
Particulars to
be furnished
3 A census officer may request any person to furnish, and a per son who is so requested by a census officer shall furnish, all or any of the following particulars orally or in writing to a census officer for the purposes of the Census —
(i) Surname and given names.
(ii) Relationship to head of household.
(iii) Sex.
(iv) Age in completed years and date of birth.
(v) Bermudian status (how acquired, if yes).
(vi) Race.
(vii) Ancestry.
(viii) Religion.
(ix) Marital status. (If married, length of current marriage; Bermudian status of spouse).
(x) Age at first marriage.
(xi) Birthplace. (If born outside of Bermuda, the country of birth).
(xii) Year last arrived in Bermuda if born outside Bermuda.
(xiii) Whether lived abroad for 5 years or more if born in Bermuda. (If so, year last returned to Ber muda).
(xiv) If at school, type of school and whether full-time or part-time, in Bermuda or abroad.
(xv) Examinations passed or degrees or diplomas awarded.
(xvi) Profession or vocation for which trained or being trained. How trained or how being trained, status of training, location of training.
(xvii) Months worked during past year (paid holiday and sick leave are counted as work).
(xviii) Economic status during past week.
(xix) Number of jobs held during past week.
(xx) Number of hours worked during past week.
(xxi) Nature of occupation in main job.
(xxii) Nature of business or industry at main place of work.
(xxiii) Whether employed by another or self-employed in main job last week.
(xxiv) Starting time of work-day (main job).
(xxv) Mode of travel to main place of work.
(xxvi) Location of main place of work.
(xxvii) Income range during past year.
(xxviii) Condition or conditions (whether physical, mental or other health) which limits or limit or prevents participation in activities of daily life e.g. schooling, work, recreation, mobility.
Questions to be answered by females only —
(xxix) Number of children ever had.
(xxx) Age at birth of first child.
(xxxi) Age at birth of last child.
(xxxii) Number of children born in past year.
Question to be answered by everybody —
(xxxiii) Where in Bermuda or abroad on census night.
(2) In answering the above questions regard shall be had to the following meanings and explanations
"past week" or "last week" means the week, and "past year" means the year, immediately preceding census day;
Question (xiv)
"school" includes primary and secondary schools and any col lege or other institution of further education;
Question (xviii)
"economic status", in relation to a person, refers to whether he was working, was not working, was looking for work, was engaged in home duties, was a student, was on vacation, was sick, was retired, was disabled or was doing voluntary work;
Question (xxii)
"nature of industry" means the industry in which the work is carried out e.g. construction industry, hotel industry, inter national business industry (sector), retail industry, etc.;
Question (xxvii)
"income" includes any of the following: wages, salaries, com missions, bonuses, tips, net earnings from self-employment, pensions, annuities, interest, dividends, net rental receipts and regular allowances such as alimony, social assistance, housing allowance, child support and scholarships;
Questions (xxix) to (xxxii)
"child" means child born alive.
Person required to give information
4 (1) Every person of the age of sixteen years or over in Bermuda on census night, not being a guest in a hotel who does not have Ber mudian Status or is not ordinarily resident in Bermuda, shall give to a census officer the particulars set out in regulation 3 if so requested by a census officer during the period commencing on 21st May and ending on 31st July 1991.
(2) The head of a household shall if so requested by a census officer give to a census officer the particulars set out in regulation 3 of any member of the household attending a school, college or university overseas who has Bermudian status and is otherwise ordinarily resident in Bermuda.
(3) The head of a household, and the person in charge of a hotel or institution, shall if so requested by a census officer give to a census officer a list of the persons ordinarily resident in the household, hotel or institution, and also a list of those persons who were there on census night.
(4) Notwithstanding paragraph (1), a census officer may re quire any person to give to him all or any of the particulars mentioned in regulation 3 if the census officer is of the opinion that the giving of such particulars will aid the compilation of the Census.
Particulars about dwellings
5 A census officer may require a person in charge of any dwelling to give to him the following additional particulars —
(i) Type of premises occupied.
(ii) Condominium or not.
(iii) Method of water supply.
(iv) Number of bathrooms.
(v) Method of heating piped water.
(vi) Year when dwelling built.
(vii) Dwelling's state of repair.
(viii) Number of rooms.
(ix) Number of bedrooms.
(x) Type of tenure.
(xi) Whether he, or to his knowledge any other per son in the dwelling, owns a dwelling elsewhere in Bermuda.
(xii) Amount of rent paid, if any.
Particulars in respect of persons in U.S. Bases, etc.
6 The Superintendent of Census shall make such arrangements as are appropriate with the commanding officers or other persons in charge of—
(a) persons resident in the United States bases;
(b) persons on board any vessels of Her Majesty or of the United States of America; and
(c) persons who are members of the armed forces of Her Majesty or of the United States of America or civilians employed in such forces on duty in Bermuda and their families,
so as to obtain such particulars of those persons as he may consider necessary for the purpose of the Census.
Declaration to be made by census officers
7 Every census officer prior to taking any action under these Regulations shall make the following declaration before a justice of the peace —
"I, [blank], solemnly and sincerely declare that I will faithfully and honestly fulfil my duties as a census offi cer and that I will not without lawful authority disclose or make known any information which comes to my knowledge while acting as a census officer."
