EXCHANGE OF NOTES BETWEEN CANADA AND THE GRAND DUCHY OF LUXEMBOURG CONSTITUTING AN AGREEMENT REGARDING VISA REQUIREMENTS FOR NON-IMMIGRANT TRAVELLERS OF THE TWO COUNTRIES

The Embassy of Canada in Belgium to the Ministry of Foreign Affairs of the Grand Duchy of Luxembourg

The Canadian Embassy presents its compliments to the Ministry of Foreign Affairs of the Grand Duchy of Luxembourg and, with reference to previous correspondence on the subject, has the honour to state that the Canadian Government is prepared to conclude with the Government of the Grand Duchy of Luxembourg an agreement in the following terms:

(1) Subjects of the Grand Duchy of Luxembourg, who are bona fide non-immigrants coming to Canada from Luxembourg and who are in possession of valid national passports, will receive from competent Canadian diplomatic or consular authorities visas, free of charge, valid for an unlimited number of entries to Canada during a period of twelve months from the date of issue of such visas.

(2) Canadian citizens, who are bona fide non-immigrants and who are in possession of valid national passports, may, without previously obtaining a Luxembourg visa, visit Luxembourg for periods each not exceeding two consecutive months.

(3) It is understood that this modification of entrance requirements does not exempt subjects of the Grand Duchy of Luxembourg and citizens of Canada, coming respectively to Canada and Luxembourg, from the necessity of complying with the laws and regulations of the country concerned regarding the entry, residence (temporary or permanent) and employment or occupation of foreigners, and that persons, who are unable to satisfy the immigration authorities that they comply with these laws and regulations, are liable to be refused leave to enter or land.

If the Government of the Grand Duchy of Luxembourg is prepared to accept the foregoing provisions, the Canadian Government has the honour to suggest that the present note and the reply thereto of the Government of the Grand Duchy of Luxembourg shall constitute an agreement between the two Governments, which shall take effect on December 1st, 1949.

The Ministry of Foreign Affairs presents its compliments to the Embassy of Canada and, with reference to previous correspondence on the subject, has the honour to state that the Government of The Grand Duchy of Luxembourg is prepared to conclude with the Government of Canada an agreement in the following terms:

(See Note No. I)

"(1) Subjects of the Grand Duchy of Luxembourg... to enter or land".

This note and that of the Embassy of Canada of November 24 will be considered by the Government of the Grand Duchy of Luxembourg as constituting an agreement which shall take effect on December 1st, 1949.
