Sir,

I have the honour to refer to the Agreement between Canada and the United States of America with respect to Irish potatoes, entered into on November 23, 1948*, under which the Government of Canada instituted a price-support and export-permit program for the 1948 Canadian potato crop in return for certain assurances by the Government of the United States regarding United States import treatment of such crop. That Agreement was negotiated for the purpose of avoiding certain problems which would confront the United States Government in the operation of its price-support and other programs for potatoes if imports of Canadian potatoes during the then current crop year were to continue to be unrestricted. Since the Agreement went into effect the conditions of price and supply affecting the marketing of potatoes in the United States have greatly changed, with the result that continued restriction of Canadian potato exports to the United States with respect to the 1948 crop of potatoes appears to be no longer necessary to achieve the purpose of the Agreement. Furthermore, the Canadian Government is now buying potatoes under its price-support programme, which was necessitated by the imposition of export controls. In the opinion of the Canadian Government therefore, it is desirable to terminate the Agreement.

This Note is to record the understanding of our two Governments, reached during the recent conversations on the subjects, that the Agreement of November 23, 1948 relating to Irish potatoes shall be terminated on June 20, 1949.
