EXCHANGE OF NOTES BETWEEN CANADA AND NORWAY CONSTITUTING AN AGREEMENT REGARDING VISA REQUIREMENTS FOR NON-IMMIGRANT TRAVELLERS OF THE TWO COUNTRIES

Excellency,

I have the honour to refer to previous correspondence on the subject of the modification of visa requirements and to state that the Canadian Government is prepared to conclude with the Government of Norway an agreement in the following terms:

(1) Norwegian subjects, who are bona fide non-immigrants (visitors, not seeking employment nor permanent residence) coming to Canada and who are in possession of valid national passports, will receive from competent Canadian diplomatic and consular authorities in Norway visas, free of charge, valid for an unlimited number of entries to Canada during a period of twelve months from the date of issue of such visas.

(2) Canadian citizens, who are bona fide non-immigrants and who are in possession of valid national passports, may visit Norway without previously obtaining a Norwegian visa.

(3) It is understood that this modification of entrance requirements does not exempt Norwegian subjects and Canadian citizens, coming respectively to Canada and Norway, from the necessity of complying with the laws and regulations of the country concerned regarding the entry, residence (temporary or permanent) and employment or occupation of foreigners, and that persons, who are unable to comply with these laws and regulations, are liable to be refused leave to enter or land.

If the Government of Norway is prepared to accept the foregoing provisions, the Canadian Government has the honour to suggest that the present Note and the reply thereto of the Government of Norway shall constitute an agreement between the two Governments, which shall take effect on April 1, 1950.

The Minister of Norway in Canada to the Secretary of State for External Affairs

ROYAL NORWEGIAN LEGATION

OTTAWA, March 13th, 1950

Sir,

I have the honour to acknowledge receipt of your note (No. 14) of March 4th, 1950, on the subject of the modification of visa requirements, in which you inform me that the Canadian Government are prepared to conclude with the Norwegian Government an agreement in the following terms:

(See Note No. 1)

"(1) Norwegian subjects . . . to enter or land."

On this occasion I have the honour to inform you that the Norwegian Government accept the foregoing provisions and agree to your suggestion that your above-mentioned Note and my present reply shall constitute an agreement between our two Governments, which shall take effect on April 1st, 1950.

Accept, Sir, the renewed assurances of my highest consideration.
