EXCHANGE OF NOTES BETWEEN CANADA AND THE UNION OF SOUTH AFRICA CONCERNING TARIFF ON WOOL NOT FURTHER ADVANCED THAN SCOURED, MOLASSES, AND UNMANUFACTURED HARDWOOD

Sir,

I have the honour to refer to the correspondence recently exchanged at Geneva between the South African and Canadian delegations to GATT in regard to the wishes of the South African and Canadian Governments to be released from certain bound margins of preference in the Trade Agreement of 1932 between the Union of South Africa and Canada, and to inform you that the Government of the Union of South Africa are prepared to agree to the Canadian Government’s request for a permanent release from the bound margin of preference of 10 cents per pound on wool, not further advanced than scoured, as well as a permanent reduction from 2½ cents to 1 cent per gallon in the bound margin of preference on molasses dutiable under Canadian tariff item 136.

It is understood that the Canadian Government are prepared to agree to the request of the Government of the Union of South Africa for a permanent release from the bound margin of preference in the Trade Agreement of 1932* between the Union of South Africa and Canada on unmanufactured logs imported into South Africa for the manufacture of plywood and dutiable under South African tariff items 279(a) (i) and (ii), as well as a permanent reduction from 3 per cent to 2 per cent ad valorem in the bound margin of preference on manufactured hardwood dutiable under South African tariff item 279(a) (ii)

I have the honour to suggest that this Note and your confirmatory reply thereto be regarded as constituting an Agreement between our two Governments for the modification of the Trade Agreement of 1932* between the Union of South Africa and Canada, this modification to take effect as of April 1, 1955.
