EXCHANGE OF NOTES BETWEEN THE GOVERNMENT OF CANADA AND THE GOVERNMENT OF DENMARK PROVIDING FOR A CONTINUATION FOR A PERIOD OF THREE YEARS OF CANADA’S NATO AIR TRAINING PROGRAMME WITH RESPECT TO AIRCREW TRAINEES

Excellency:

The Government of Canada has given careful consideration to the difficulties experienced by your Government in making the transition from training of your aircrew students in Canada under the NATO training plan to a suitable national training scheme, and had decided in the circumstances to continue the provision of a limited amount of Canadian training for a reasonable time. It is the understanding of the Government of Canada that your Government is prepared to make a token payment of $5,000.00 per student pilot entrant and $2,000.00 per student navigator entrant while this arrangement is in force, and that at some mutually convenient time during the third year of this agreement, discussions will again take place on a bilateral basis on the need or otherwise of extending it for a further period.

In accordance with the recommendations made by the Supreme Allied Commander Europe and discussed between the Chairman, Canadian Chiefs of Staff Committee and our Chief of Staff at the meeting of the NATO Military Committee in Washington in October 1956, the Canadian Government will make available annually training accommodation for 55 student pilots of the Royal Danish Air Force to be trained by the Royal Canadian Air Force in Canada beginning with the quota year 1957-58.

This arrangement will be treated as a continuation of the Danish quotas of the NATO training plan after the termination of the present NATO intakes on 30 June 1957. The number of pupils agreed upon will be phased into the Canadian training system in approximately equal contingents throughout each training year, from 1 July to 30 June. The exact reporting dates and size of each draft are to be the subject of Agreement arrived at between the Danish Air Attaché in Ottawa and the Director of Air Training RCAF.

The terms and conditions of training will be a continuation of those existing under the present NATO training plan subject to such modification as might be mutually agreed from time to time in the light of future conditions. It will, however, be appreciated that in view of the small numbers of trainees entering after 1 July 1957 the Canadian Government will find it necessary to terminate the special language training facilities which have been maintained as an additional service for NATO students at London, Ontario. As instruction will continue to be given in English both in the air and in the classrooms, it is understood that your Government will arrange to have all students brought to the required level of language proficiency prior to their arrival in Canada.

If the foregoing is acceptable to the Government of Denmark, I propose that this note and your reply to that effect shall constitute an agreement between our Governments, to become effective on the date of your reply.

The Danish Government accept with gratitude the Canadian Government’s offer to continue provision of Canadian training for Danish air crew students after termination of the NATO training plan on the terms and conditions outlined above.

Your note and this reply thus constitute an agreement between our Governments, to become effective as of today.
