Exchange of Notes (April 18 and 20, 1961) between Canada and the Federal Republic of Germany concerning the Training of Student Pilots of the German Air Force by an Advisory Group of the Royal Canadian Air Force in the Federal Republic of Germany [1961] CATSer 1 (1 April 1961)

E103104 - CTS 1961 No. 4

EXCHANGE OF NOTES BETWEEN CANADA AND THE FEDERAL REPUBLIC OF GERMANY CONCERNING THE TRAINING OF STUDENT PILOTS OF THE GERMAN AIR FORCE BY AN ADVISORY GROUP OF THE ROYAL CANADIAN AIR FORCE IN THE FEDERAL REPUBLIC OF GERMANY

(Translation)

I

The Minister of Foreign Affairs of the Federal Republic of Germany to the Ambassador of Canada

BONN, April 18, 1961

His Excellency
The Ambassador of Canada
Bonn

Excellency:

I have the honour to refer to the Exchange of Notes of March 22 and March 27, 1958, between the Foreign Ministry and the Canadian Embassy, which constituted an agreement between our two Governments concerning the training of student pilots of the German Air Force by an Advisory Group of the Royal Canadian Air Force in the Federal Republic. The activities of this RCAF Advisory Group were extended to March 31, 1961, in our Exchange of Notes of August 10, 1960.

The Federal Republic of Germany considers it desirable for military reasons that the activities of the RCAF Advisory Group be prolonged on a reduced scale until November 1, 961. Flying and technical personnel of a total strength of eleven officers and men will be needed after March 31, 1961.

The costs arising from the prolongation will be met from the funds credited to the Government of the Federal Republic by the Government of Canada because part of the total of 360 student pilots to be trained were not trained in Canada, as was earlier envisaged, but in the Federal Republic.

The conditions under which the RCAF Advisory Group will continue to operate in the Federal Republic will be the same as those contained in the Foreign Office's Note of March 22, 1958.

If this arrangement is acceptable to the Canadian Government, I have the honour to propose that this Note and your reply constitute an agreement between our two Governments to take effect from April 1, 1961.

Brentano

II

The Chargé d'Affaires a.i. of the Canadian Embassy to the Minister of Foreign Affairs of the Federal Republic of Germany

CANADIAN EMBASSY

BONN, April 20, 1961

His Excellency Dr. Heinrich von Brentano
Minister of Foreign Affairs
Bonn

Excellency,

I have the honour to refer to your Note of April 18 proposing a prolongation on a reduced scale of the activities in the Federal Republic of the Advisory Group of the Royal Canadian Air Force until November 1, 1961. The proposals contained in your Note are acceptable to the Government of Canada and it is agreed that your Note and this reply shall constitute an agreement between our two Governments on this subject, which shall enter into force on April 1, 1961.

Accept, Excellency, the renewed assurances of my highest consideration.

Frank G. Hooton

Chargé d'affaires a.i.
