Protocol renewing the Trade Agreement between Canada and the Union of Soviet Socialist Republics [1965] CATSer 1 (12 May 1965)

PROTOCOL RENEWING THE TRADE AGREEMENT BETWEEN CANADA AND THE UNION OF SOVIET SOCIALIST REPUBLICS SIGNED ON FEBRUARY 29, 1956 AND RENEWED ON APRIL 18, 1960

In connection with the expiration of the Canadian-Soviet Trade Agreement concluded in Ottawa on February 29, 1956, for a period of three years and extended by the Protocol of April 18, 1960, to April 17, 1963, the Government of Canada and the Government of the Union of Soviet Socialist Republics, desiring to expand and diversify further the trade between the two countries on the basis of mutual advantage, have agreed as follows:

(1) With the exception of Article IX, the Trade Agreement between Canada and the Union of Soviet Socialist Republics of February 29, 1956, is hereby further extended for a period of three years from the date of April 18, 1963.

(2) Each of the two Governments hereby affirms that it will give sympa­thetic consideration to any representations which the other Government may make in respect to the implementation of this Protocol and of other matters affecting their commercial relations.

(3) It is understood that as a measure towards attaining mutual trade objectives, the competent authorities of the two Governments will facilitate visits for business purposes between the two countries.

(4) This Protocol shall be ratified by both contracting parties as soon as possible and shall enter into force provisionally on the date of its signature and definitively on the date of exchange of the Instruments of Ratification which shall take place in Moscow. This Protocol shall remain in force concurrently with the extended Canadian-Soviet Trade Agreement as provided for in paragraph (1) above.

DONE in Ottawa this 16th day of September, 1963, in duplicate, in the English and Russian languages, both equally authentic.

Mr. Minister:

I have the honour to confirm that in pursuance of the desire of the Government of Canada and the Government of the Union of Soviet Socialist Republics to expand trade between the two countries, we have reached the following understanding:

The Soviet Union shall buy in Canada through V/O Exportkhleb and Canada shall supply through the Canadian Wheat Board or its agents;

(1) a minimum of 5.3 million long tons of wheat for shipment from Canada during the period October 1, 1963, to July 31, 1964, inclusive, and

(2) a minimum of 575 thousand long tons of flour for shipment from Canada during the period October 1, 1963, to July 31, 1964, inclusive, and

(3) a minimum of 500 thousand long tons of wheat, or flour equivalent at buyers option, for shipment from Canada during the period April 18, 1965, to April 17, 1966, inclusive.

Transactions to be entered into, pursuant to (1), (2), and (3) above, shall be implemented in accordance with the provisions of the Canada-U.S.S.R. Trade Agreement signed in Ottawa on February 29, 1956, renewed in Moscow on April 18, 1960, and as further renewed this day in Ottawa until April 17, 1966.
