Dear Mr. Herrera:

As you know, Section 16(a) of the Agreement between the Government of Canada and the Inter-American Development Bank, signed at New York on December 4, 1964, provides that the agreement may be extended to cover any additional funds which the Government of Canada may make available for the purposes of the Agreement. Accordingly I am pleased to propose that the amount made available under Section 2(a) of the Agreement be increased from the specified initial sum of CDN $10 million to a total of $20 million. These additional funds will be made available on the same terms and conditions as those relating to the original Canadian contribution.

If you agree to the foregoing I propose that this letter and your reply shall constitute an amendment to the Agreement of December 4, 1964, effective the date of your reply.

Dear Mr. Martin:

I wish to acknowledge receipt of your letter of September 20, 1965 propos­ing that the amount made available under Section 2(a) of the Agreement of December 4, 1964 between the Government of Canada and the Inter-American Development Bank be increased from the specified initial sum of CDN$l0 million to a total of CDN$20 million, which additional funds will be available on the same terms and conditions as those relating to the original Canadian contribu­tion.

I am pleased to inform you that the Board of Executive Directors of the Bank has authorized me on behalf of the Bank to accept your proposal and has requested me to express the great appreciation of the Bank for this further contribution by the Government of Canada to the development of Latin America.

We further agree that your letter and this reply shall constitute an amend­ment to the Agreement of December 4, 1964, effective the date hereof.
