EXCHANGE OF LETTERS BETWEEN THE GOVERNMENT OF CANADA AND THE GOVERNMENT OF THE REPUBLIC OF THE SOCIALIST REPUBLIC OF ROUMANIA CONCERNING CLAIMS

Excellency,

I have the honour to refer to recent discussions between representatives of the Government of Canada and representatives of the Government of the Socialist Republic of Romania concerning Canadian claims against Romania and Romanian claims against Canada.

The Canadian Government proposes that negotiations between the Canadian Government and the Romanian Government be held with a view to reaching a lump-sum settlement of all claims against Romania of the Canadian Government and of Canadian citizens. It is understood that the Romanian Government is prepared to negotiate with a view to reaching an agreement no less favourable to Canada than similar agreements concluded by Romania with third countries to settle claims outstanding against Romania by such third countries or their citizens.

The Canadian Government also proposes that the settlement take into account all Romanian claims against Canada. The Canadian Government is prepared to negotiate with a view to reaching an agreement no less favourable to Romania than similar agreements concluded by Canada with third countries to settle claims outstanding against Canada by such third countries or their citizens.

The Canadian Government proposes that negotiations commence in Bucharest at an early date to be determined by mutual agreement.

I would appreciate receiving confirmation that the Romanian Government is agreeable to the commencement of negotiations on the foregoing basis.

I have the honour to acknowledge receipt of your letter of today's date the text of which reads as follows:

I have the honour to refer to recent discussions between representatives of the Government of Canada and representatives of the Government of the Socialist Republic of Romania concerning Canadian claims against Romania and Romanian claims against Canada.
