Sir,

I have the honour of referring to the exchanges of views which took place during 1974 between the representatives of the competent French and Canadian authorities. During these exchanges, it appeared that it would be desirable to establish a second quarantine station in the Territory of Saint Pierre and Miquelon in order to increase the importation into Canada of breeding cattle of French origin.

To this effect, the following provisions were drawn up by common agreement:

(1) The French authorities shall build and fit out a quarantine station in Miquelon, on a site to be agreed upon. This station shall meet standards equivalent to those in force in Canada for so-called "maximum security" stations. The French Government shall ensure the equipment and maintenance of the said station and shall supply it with all the necessary services, including electricity, water and heating.

(2) The provisions numbered 2 to 10 inclusive in the Exchange of Notes concluded on April 3, l969 shall apply to the Miquelon station.

(3) The present agreement is entered into for a period of five years, beginning on the date on which it comes into effect, and, except in the event of notice of termination by one of the contracting parties, twelve months before expiry of the aforesaid agreement, shall be tacitly renewed from year to year.

If the provisions above are approved by the Canadian Government, this letter, and the letter which Your Excellency will be kind enough to send me in reply, shall constitute the agreement between the two governments on the establishment of a second quarantine station in Saint Pierre and Miquelon and on the application to that station of the provisions contained in the Exchange of Notes concluded on April 3, 1969 between the two governments. This agreement shall come into force on the date of your reply.

Excellency,

I have the honour to acknowledge receipt of your letter of October 29, 1975 concerning the establishment of a second cattle quarantine station in the territory of Saint Pierre and Miquelon and the application to that station of the provisions contained in the Exchange of Notes concluded on April 3, 1969 between our two Governments for a similar purpose. I have the pleasure to inform you that the proposals contained in your letter are acceptable to the Government of Canada and to confirm that your letter and this reply, which is equally authentic in English and French, shall constitute an Agreement between the Government of Canada and the Government of the French Republic for the construction, maintenance and operation of the aforesaid quarantine station. This Agreement shall enter into force on the date of this reply.
