EXCHANGE OF NOTES BETWEEN THE GOVERNMENT OF CANADA AND THE GOVERNMENT OF THE EASTERN REPUBLIC OF URUGUAY TO PROVIDE FOR THE EXCHANGE OF THIRD PARTY MESSAGES OR OTHER COMMUNICATIONS BETWEEN AMATEUR RADIO STATIONS OF CANADA AND URUGUAY

Sir,

I have the honour to propose to Your Excellency on instructions from my Government, that an Agreement be concluded between our two Governments to permit amateur radio stations of Canada and Uruguay to exchange messages or other communications from or to third parties under the following conditions:

(1) no compensation may be directly or indirectly paid on such messages or communications;

(2) such communications shall be limited to conversations or messages of a technical or personal nature for which, by reason of their unimportance, recourse to the public telecommunications service is not justified. To the extent that in the event of disaster, the public telecommunications service is not readily available for expeditions handling of communications relating directly to safety of life or property, such communications may be handled by amateur radio stations of the respective countries;

(3) this arrangement shall be applicable with respect to all amateur radio stations duly licensed by appropriate authorities of Canada or Uruguay;

(4) this arrangement shall also be subject to termination by either Government giving sixty days advance notice in writing.

If the Government of Uruguay is prepared to accept the foregoing provisions, I have the honour to suggest that this Note which is authentic in English and French, and your reply thereto shall constitute an Agreement between our two Governments, which would come into force once Congressional approval is granted.

Sir,

I have the honour to acknowledge receipt of your Note No. 61 of August 15 of the current year, which is transcribed here below:

I have the honour to confirm that the Government of the Eastern Republic of Uruguay accepts the provisions of same and agrees that said Note and this reply shall be considered as constituting an Agreement between our Governments, which will come into force once it is approved by the Legislature.

I take this opportunity to renew the assurances of my highest consideration.
