His Excellency Dr. Isidoro Malmierca Peoli,
Minister of Foreign Affairs,
Havana

Sir,

I have the honour to refer to discussions which have taken place recently between representatives of our respective Governments concerning the Agreement concluded between the Government of Canada and the Government of the Republic of Cuba on Hijacking of Aircraft and Vessels and other Offences signed at Ottawa on February 15, 1973 which, on its expiration on February 14, 1978, was renewed for a term of five years commencing on February 15, 1978 that expired on February 14, 1983.

In light of these discussions, the Government of Canada now proposes the renewal of the Agreement referred to above for a further term of five years commencing on February 15, 1983.

If the foregoing is acceptable to the Republic of Cuba, I have the honour to propose that this Note, which is authentic in English and French, and your reply to that effect shall constitute an Agreement between our two Governments to renew the Agreement on Hijacking of Aircraft and Vessels and other Offences for a further term of five years, with effect from February 15, 1983. It is further proposed that the present Agreement shall enter into force on the date of your reply.

HAVANA, April 25, 1984

His Excellency Kenneth Bryce Williamson,
Ambassador Extraordinary and Plenipotentiary
of Canada to the Republic of Cuba,
Havana

Dear Mr. Ambassador:

I have the honour to acknowledge receipt of your Note of 25 April 1984, the text of which is as follows:

"(See Canadian Note of April 25, 1984)"

I am pleased to communicate to you my Government's conformity with the above text and our agreement that your Note together with the present reply shall signify the concurrence of both Parties with respect to renewal, as of 15 February 1983 and for an equal term of five years as specified under Point 2 of Article 5, of the Agreement between the Government of Canada and the Government of the Republic of Cuba on Hijacking of Aircraft and Vessels and Other Offenses signed in Ottawa on 15 February 1973; the present agreement to enter into force as of today's date, namely 25 April 1984.

Please accept renewed assurances of my highest esteem and consideration.
