EXCHANGE OF NOTES BETWEEN THE GOVERNMENT OF CANADA AND THE GOVERNMENT OF FINLAND AMENDING THE EXTRADITION TREATY SIGNED JUNE 21, 1978

Excellency,

I have the honour to refer to the Treaty between Canada and Finland concerning Extradition, signed at Helsinki on June 21, 1978 and to subsequent discussions between representatives of our two governments concerning an amendment of the Treaty.

Further to those discussions I now have the honour to propose that the Treaty be amended by adding to the Schedule of Offences a number 29.1 which shall read as follows:

"29.1 Offences against the laws relating to income tax evasion."

If this proposal meets with the approval of your government, I have the further honour to propose that this Note, which is authentic in English and in French, and your reply shall constitute an amendment to the Treaty on Extradition between Canada and Finland referred to above, which shall come into force on the date of entry into force of the said Treaty and which shall be considered an integral part of the said Treaty.

I have the honour to refer to your note No 41 of 1 November 1983, proposing an amendment to the Schedule of Offences of the Treaty between the Government of Finland and the Government of Canada concerning Extradition, signed on 21 June 1978.

I have the honour to inform your that the proposal contained in your note is acceptable to the Government of Finland and to confirm that your note and this reply shall constitute an agreement between our two governments amending the Extradition Treaty of 21 June 1978 which shall enter into force on the date of the entry into force of the Treaty and which shall be considered an integral part of the Treaty. The Finnish text of the amendment reads as follows:

"29.1 Tuloveron kiertämisestä annettujen lakien säänosten rikkominen."
