Excellency,

I have the honour to refer to discussions which have taken place recently between representatives of our respective governments concerning the agreement concluded between the Government of Canada and the Government of the Republic of Cuba on hijacking of aircraft and vessels and other offences signed at Ottawa on February 15, 1973 which, on its expiration on February 14, 1978, was renewed for a term of five years commencing on February 15, 1978 and, on its expiration on February 14, 1983, was again renewed for a term of five years which commenced on February 15, 1983 and which will expire on February 14, 1988.

In light of these discussions, the Government of Canada now proposes the renewal of the agreement referred to above for a further term of five years commencing on February 15, 1988.

If the foregoing is acceptable to the Republic of Cuba, I have the honour to propose that this note, which is authentic in English and French, and your reply to that effect, shall constitute an agreement between our two governments to renew the agreement for a further term five years, with effect from February 15, 1988. It is further proposed that the present agreement shall enter into force on the date of your reply.

Mr. Ambassador:

I have the honour to acknowledge receipt of your Excellency's note of February 15th 1988, the text of which is as follows:

It is my pleasure to inform you that my Government concurs with the contents of the above-referenced note and affirms as stated therein, and in accordance with Article V(2) of the Agreement, that your note and this reply shall together constitute an agreement between the two Contracting Parties to renew for a further term of five years, reckoned from February 15th 1988, the Agreement concluded between the Government of the Republic of Cuba and the Government of Canada on hijacking of aircraft and vessels and other offences signed at Ottawa on February 15th 1973; and that the present agreement shall enter into force on today's date.

I take this opportunity to renew assurances to your Excellency of my highest esteem and consideration.
