Sir,

I have the honour to refer to the Exchange of Notes between our two Governments of October 28, 1980, and December 5, 1980, constituting an Agreement providing for coordination of the icebreaking activities of Canada and the United States on the Great Lakes - St. Lawrence Seaway System.

The Agreement entered into force on December 5, 1980. The 1980 Exchange of Notes provides that the Agreement shall remain in force for a period of ten years and may be renewed for additional periods of five years.

This Agreement has been beneficial to both countries, and has helped promote our shared objective of maintaining open routes for maritime commerce in ice-covered waters. Accordingly, I have the honour to propose that our two Governments agree to the continued coordination of the icebreaking activities of Canada and the United States on the Great Lakes, on the conditions set forth in the Annex to the 1980 Exchange of Notes.

If the conditions set forth in this Note are acceptable to your Government, I have the honour to propose that this Note, which is equally authentic in English and French, and your reply, shall constitute an Agreement between our two Governments which shall enter into force on December 5, 1990, and shall continue in force for a period of five years. In accordance with the 1980 Exchange of Notes, either party may terminate the Agreement upon 60 days notice in writing.

Excellency:

I have the honour to refer to your Excellency's note number 175, dated December 4, 1990, concerning the desirability of extending for an additional five year period the agreement providing for coordination of the icebreaking activities of Canada and the United States on the Great Lakes - St. Lawrence Seaway System.

I am pleased to inform your Excellency that the Government of the United States accepts the proposals set forth in Your Excellency's note. The Government of the United States, further agrees that Your Excellency's note together with this reply shall constitute an Agreement between our two Governments which shall enter into force on December 5, 1990, and shall remain in force for a period of five years. In accordance with the 1980 exchange of notes, either Party may terminate the Agreement upon 60 days notice in writing.

Accept, Excellency, the renewed assurances of my highest consideration.
