AGREEMENT BETWEEN THE GOVERNMENT OF CANADA AND THE GOVERNMENT OF ROMANIA CONCERNING MILITARY RELATIONS

The Government of Canada and the Government of Romania, hereinafter referred to as the Parties:

Recalling their obligations to refrain from the use of force or threat thereof in their mutual relations as well as in their international relations in general, in accordance with the United Nations Charter and other international agreements;

Recalling the obligations they have assumed, in accordance with the Final Act of the Conference on Security and Cooperation in Europe, to promote mutual confidence through greater transparency in military matters;

Consistent with the new pattern of relations between the Parties, to develop bilateral contacts and enhance cooperation and mutual understanding;

Have agreed as follows:

ARTICLE I

The Parties, through this Agreement, hereby establish a programme of bilateral military cooperation. It shall operate in accordance with the legislation of Canada and Romania respectively.

ARTICLE II

Activities to be included in the programme shall be jointly determined by the Department of National Defence of Canada and the Ministry of National Defence of Romania.

ARTICLE III

This Agreement may be amended by the mutual consent of the Parties. It may be terminated by either Party on 90 days' notice in writing to the other Party.

ARTICLE IV

This Agreement shall enter into force on the date of the last diplomatic notification by which the Parties notify each other of the completion of the procedure required to this effect by their national laws. It is valid for a period of five years, and shall be renewed for further periods of five years unless either Party gives notice of termination in accordance with Article III.

IN WITNESS WHEREOF the undersigned, duly authorized thereto, have signed this Agreement.

DONE in Ottawa this seventh day of June, 1993, in two copies in each of the English, French and Romanian languages, all texts being equally authentic.
