Dear Sir:

I have the honour to refer to your letter of October 11, 1994, regarding the lack of provision for employment in Canada for non-spousal dependants of officials of the Commonwealth of Learning.

I have the honour to propose an amendment to Article IV (6) of the Headquarters Agreement, which would henceforth read as follows:

"(6) Members of the family forming part of the household of officials of the Agency may be authorized to hold employment in Canada, subject to conditions established by the Government of Canada."

I have the further honour to propose, if you agree, that this Note, which is equally authentic in English and French, together with your reply, shall constitute an agreement between the Government of Canada and the Agency known as the Commonwealth of Learning, amending their Agreement of November 14, 1988, regarding the Headquarters of the Agency, which shall enter into force on the date of your reply.

Dear Minister,

I have the honour of responding to your Note of February 7, 1995 proposing an amendment to Article IV(6) of the Commonwealth of Learning Headquarters Agreement, which would henceforth read as follows:

"(6) Members of the family forming part of the household of officials of the Agency may be authorized to hold employment in Canada, subject to conditions established by the Government of Canada."

We are pleased to agree with your proposal that your Note and this Note in reply shall constitute an agreement between the Government of Canada and the Agency known as the Commonwealth of Learning, amending their Agreement of November 14, 1988, regarding the Headquarters of the Agency, which shall enter into force on the above date, February 14, 1995.

Please accept, Minister, the assurances of my highest consideration.
