Dear Dr. McKone:

I have the honour to refer to the Department of Fisheries and Oceans' concern regarding the lack of provision for employment in Canada for dependants of officials of the North Pacific Marine Science Organization.

To meet this concern, I have the honour to propose the addition of a third paragraph to Article 8 of the Headquarters Agreement, which would read as follows:

"3. Members of the family forming part of the household of officials of the Organization may be authorized to hold employment in Canada, subject to conditions established by the Government of Canada."

I have the further honour to propose that this Note, which is equally authentic in English and French, together with your reply, shall constitute an Agreement between the Government of Canada and the North Pacific Marine Science Organization, amending the Agreement of January 8, 1993, regarding the Headquarters of the North Pacific Marine Science Organization, which shall enter into force on the date of your reply.

Please accept, Dr. McKone, the assurances of my highest consideration.

Dear Minister:

I have the honour to refer to your Note regarding an addition to the Headquarters Agreement of the North Pacific Marine Science Organization of a provision for employment in Canada for dependants of officials of the Organization.

I have the honour to agree with your proposal to amend Article 8 of the Headquarters Agreement, by the addition of a third paragraph which would read as follows:

"3. Members of the family forming part of the household of officials of the Organization may be authorized to hold employment in Canada, subject to conditions established by the Government of Canada".
