Dear Madam Secretary,

I have the honour to refer to the Agreement between our two Governments concerning the organization and the operation of the North American Aerospace Defence Command (NORAD), originally signed by the Government of Canada and the Government of the United States of America on May 12, 1958, and most recently renewed by the Exchange of Notes of March 28, 1996, effective May 12, 1996, which extended the Agreement to May 12, 2001.

I have the further honour to refer to recent discussions that have taken place between representatives of our two governments regarding cooperation between Canada and the United States of America with respect to the NORAD Agreement.

As the NORAD Agreement is due to expire on May 12, 2001, I have the honour to propose that this Agreement be extended for an additional five-year period, effective May 12, 2001.

If the Government of the United States of America agrees with the proposal set forth herein, I have the honour to propose that this Note, which is equally authentic in English and French, and your Note in reply to that effect, shall constitute an Agreement between our two governments, which shall enter into force on the date of your Note, with effect from May 12, 2001.

Please accept, Madam Secretary, the assurances of my highest consideration.

I have the honor to acknowledge receipt of Your Excellency's Note No. JLAB-0068, dated June 16, 2000, which reads as follows:

"Excellency,

I have the honour to refer to the Agreement between our two Governments concerning the organization and the operation of the North American Aerospace Defence Command (NORAD), originally signed by the Government of Canada and the Government of the United States of America on May 12, 1958, and most recently renewed by the Exchange of Notes of March 28, 1996, effective May 12, 1996, which extended the Agreement to May 12, 2001.

I have the honor to inform Your Excellency that my Government concurs in the five year extension set out in your Note, and further agrees with your proposal that your Note and this Note in reply shall constitute an Agreement between our two Governments, which shall enter into force on this date, with effect from May 12, 2001.
