AGREEMENT BETWEEN THE GOVERNMENT OF CANADA AND THE GOVERNMENT OF THE RUSSIAN FEDERATION ON THE PRINCIPLES AND BASIS FOR COOPERATION BETWEEN THE PROVINCES AND TERRITORIES OF CANADA AND THE SUBJECTS OF THE RUSSIAN FEDERATION

The Government of Canada and the Government of the Russian Federation, hereafter referred to as the "Parties",

Convinced that the cooperation between regions is an essential element of relations between Canada and the Russian Federation,

Guided by Article 16 of the Treaty on Concord and Cooperation between Canada and the Russian Federation of June 19, 1992,

Acknowledging that the development of mutually beneficial partnership relations between the Provinces and Territories of Canada and the subjects of the Russian Federation contribute to strengthening good relations and mutual understanding between Canadians and Russians.

Have agreed as follows:

ARTICLE 1

The Parties undertake to create favourable conditions for and promote the development of bilateral and multilateral cooperation between the Provinces and Territories of Canada and the Subjects of the Russian Federation.

For this purpose, the Canadian Department of Foreign Affairs and International Trade and the Ministry of Foreign Affairs of the Russian Federation, will maintain contacts and hold consultations as necessary.

ARTICLE 2

The Provinces and Territories of Canada and the Subjects of the Russian Federation may enter into understandings on cooperation in matters coming under their respective jurisdiction.

ARTICLE 3

Understandings concluded between the Provinces and Territories of Canada and the Subjects of the Russian Federation are not international agreements.

ARTICLE 4

The Parties will inform each other about understandings concluded between the Provinces and Territories of Canada and the Subjects of the Russian Federation.

ARTICLE 5

Disagreements over the implementation of the understandings concluded between the Provinces and Territories of Canada and the Subjects of the Russian Federation will be resolved by means of consultations between the signatories to such understandings.

ARTICLE 6

This Agreement shall enter into force on the date of its signature and it shall remain in force until termination upon six months notice in writing, given by either Party.

This Agreement terminates the Agreement between the Government of Canada and the Government of the Union of Soviet Socialist Republics on Cooperation between Canadian Provinces and Republics of the USSR, done in Moscow on November 20, 1989, as between Canada and the Russian Federation.

IN WITNESS WHEREOF, the undersigned, duly authorised to that effect by their respective Governments, have signed this Agreement


DONE at Ottawa, this 18th day of December 2000, in duplicate, in the English, French and Russian languages, all texts being equally authentic.
