The Embassy of the United States of America presents its compliments to Foreign Affairs Canada and has the honor to convey the following statement from the Secretary of State Powell to Minister of Foreign Affairs Pettigrew.

Excellency:

I have the honor to refer to the Exchange of Notes between the Government of the United States of America and the Government of Canada constituting an Agreement regarding Canada-United States cooperation in broadening bi-national defence arrangements for North American security, done at Ottawa and Washington on December 5, 2002, and to recent discussions between representatives of our two Governments with respect to the extension of the Agreement.

As the Agreement is due to expire on December 5, 2004, I have the honor to propose that this Agreement be extended until May 12, 2006.

If your Government concurs in the proposal set forth herein, I have the honor to propose that this Note and your reply to that effect shall constitute an agreement between our two Governments to extend the Agreement, which will enter into force on the date of your reply.

Accept, Excellency, the assurances of my highest consideration.

The Department of Foreign Affairs and International Trade presents its compliments to the Embassy of the United States of America and has the honour to refer to the Embassy's Note no. 589 dated July 28, 2004, conveying the following proposal from the Secretary of State Colin Powell to the Minister of Foreign Affairs Pierre S. Pettigrew concerning the extension of the Agreement regarding Canada-United States cooperation in broadening bi-national defence arrangements for North American security, signed in Ottawa and Washington on 5 December, 2002 (the "2002 Agreement"):

"Excellency:

I have the honor to refer to the Exchange of Notes between the Government of the United States of America and the Government of Canada constituting an Agreement regarding Canada-United States cooperation in broadening bi-national defence arrangements for North American security, done at Ottawa and Washington on December 5, 2002, and to recent discussions between representatives of our two Governments with respect to the extension of the Agreement.

The Minister of Foreign Affairs is pleased to inform the Secretary of State that the Government of Canada concurs with your proposal and that your Note and this Note in reply, which is equally authentic in English and French, shall constitute an Agreement between our Governments to extend the 2002 Agreement to May 12, 2006, which shall enter into force on the date of this Note.

The Department of Foreign Affairs and International Trade avails itself of this opportunity to renew to the Embassy of the United States of America the assurances of its highest consideration.
