EXCHANGE OF LETTERS CONSTITUTING AN AGREEMENT BETWEEN THE GOVERNMENT OF INDIA AND THE GOVERNMENT OF THE UNITED ARAB REPUBLIC RELATING TO DEVELOPMENT OF ATOMIC ENERGY FOR PEACEFUL PURPOSES

LETTERS

Excellency,

I refer to the discussions regarding collaboration in the development and uses of atomic energy for peaceful purposes between India and the United Arab Republic initiated during my visit to the United Arab Republic in April, 1960 and continued with His Excellency, the Ambassador of the United Arab Republic to India, and yourself during January, 1961.

2. 1 am now glad to confirm that the Government of India, recognizing the great importance of the development and uses of atomic energy for peaceful purposes and desiring the promotion of measures which will enhance friendly relations between the two countries, has decided to co-operate with the Government of the United Arab Republic in the research into and development of atomic energy for peaceful purposes.

3. In pursuance of this aim we propose that the Government of India and the Government of the United Arab Republic agree to :

(i) exchange information concerning the development and uses of atomic energy for peaceful purposes, except information of a secret nature or information which either party is not free to exchange because it has been obtained from or developed in collaboration with a third party;

(ii) arrange for the visits of scientists as may be mutually agreed from time to time;

(iii) arrange for the training of U.A.R. scientists in India in I numbers and subjects to be mutually agreed upon;

(iv) extend facilities for the purchase of nuclear materials and equipment required by either party, as may be mutually agreed;

(v) cooperate with each other in the implementation of such joint projects as may be mutually agreed from time to time.

4. As a first step in the implementation of the proposed collaboration, the Government of India has pleasure in making an offer to the Government of the United Arab Republic of two fellowships of the value of Rs. 1,000 per month each for training of U.A.R. scientists in India under clause 3 (iii) above.

5. In conclusion, the Government of India suggests that the arrangements embodied in this letter and in your reply thereto should constitute an Agreement between our two countries for collaboration in the development and uses of atomic energy for peaceful purposes. This Agreement will be in force for a period of five years in the first instance, and may be renewed from time to time for such periods as the two parties may mutually agree. The Agreement may also by mutual consent be modified or expanded at any time and any part or parts of it embodied in supplementary detailed articles of Agreement. It will come into force on receipt of your reply to this letter accepting these proposals.

6. Please accept, Excellency, the renewed assurances of my highest consideration.

UNITED ARAB REPUBLIC MINISTRY OF SCIENTIFIC RESEARCH

Cairo, 10th July, 1962

Excellency,

I have the honour to refer to your letter dated January 6, 1962, concerning the agreement between our two countries for the collaboration in the development and uses of Atomic Energy forceful purposes, and to inform you that the Atomic Energy establishment of the United Arab Republic takes great pleasure in firming its agreement for cooperation in the research and development of Atomic Energy for peaceful purposes.

For the fulfilment of this aim the AEE, UAR, agrees to the following proposals which have been mentioned in your letter :

(i) Exchange of information concerning the development and uses of Atomic Energy for peaceful purposes, except, information of a secret nature or information which either party is not free to exchange because it has been obtained from or developed in collaboration with a third party.

(ii) Arrange for the visits of scientists as may be mutually agreed from time to time.

(iii) Extend facilities for the purchase of nuclear materials and equipment required by either party as may be mutually agreed.

(iv) Arrange for the training of UAR scientists in India in numbers and subjects to be mutually agreed upon.

(v) We accept this Agreement for a period of five years, with the two parts mutually agreed, taking in consideration its modification and expansion according to its supplementary detailed articles.
