Dear Mr. SILOUIANOV,
I have the honour to acknowledge the receipt of your letter of today's date which reads as follows :
“I have the honour to confirm the agreement reached on the following :
1. The Soviet Organizations shall render technical assistance in 1965-67 to the Indian Organizations in constructing a set of installations
for commercial cast iron production, including blast furnace No. 6 of 1719 m3 capacity, a coke battery and other installations at
the Bhilai Steel Works.
Payments of expenses incurred by the Soviet Organizations in connection with technical assistance in constructing the aforesaid installations,
including the supply of the required equipment, shall be effected by the Indian Organizations out of the unutilised part of the credits,
extended to the Government of India under the Soviet-Indian Agreements, dated November 9, 1957 and February 21, 1961.
Technical assistance shall be rendered and the amount of credits utilized shall be repaid on the conditions of the Soviet-Indian Agreement
dated February 21, 1961.
2. The Soviet Organizations shall also deliver to India upon request by the Indian Organizations, completing articles, required for
manufacture at the Heavy Machine Building Plant in Ranchi, of a portion of the equipment necessary for the set of installations provided
for in item 1 of the present Letter on the conditions of the Soviet-Indian Trade Agreement in force.
3. Competent Soviet and Indian Organizations shall conclude contracts on rendering technical assistance, stipulated in the present
Letter.
I have the honour to propose that the present Letter and your answer in its confirmation be considered as the Agreement between the
Parties on the aforesaid subjects, which will come into force from the date of your return letter.

I agree that your letter and this letter be considered as the Agreement between the Parties on the aforesaid subjects, which will
come into force from today.
