Amendment of section 9 of the principal Act

3. Section 9 of the principal Act is hereby amended as follows:-

(a) in sub-section (1) of that section by the substitution, for the word " three " of. the words " not more than five "; and

(b) in sub-section (3) of that section by the omission of the words " public officer or a ".
