| The triennial estimates and the annual appropriations of the University prepared under paragraph (d) of section 43 shall be considered by the Council before such date as may be prescribed by by law. Such Council may make such alterations in such estimates and such appropriations as it thinks fit and shall submit them to the Minister together with the accounts of the University for the completed financial year. |
