24.
| (1) The Minister shall appoint a person who is suitably qualified, scientifically and technically, to be the Director of the Bureau. The conditions of employment, including the remuneration, of (the Director shall be determined by the Minister in consultation with the Minister of Finance. |

| (2) Whenever the Director of the Bureau is by reason of absence from Ceylon or illness or other infirmity unable to perform the duties of his office, the Minister may appoint some other person to act in his place, |

| (3) The functions of the Director shall be to organize, carry out, and direct the work of the Bureau in accordance with the policy adopted by the Council in terms of section 14. |
