Amendment of section 28 of the principal enactment

3. Section 28 of the principal enactment is hereby amended as follows:

(1) by the repeal of subsection (1) of that section and the substitution, of the following subsection therefor:

	" (1) Every person who acts in contravention of any of the provisions of this Act or any regulation made there under shall be guilty of an offence under this Act. ".

(2) by the insertion, immediately after subsection (1), of the following new subsection :
