| 41. Section 582 of the principal enactment is hereby amended by the repeal of the first proviso to that section, and the substitution therefor the following proviso : " provided, any court having jurisdiction may allow any relative of a minor to institute or defend an action on his behalf, although a certificate of curatorship has not been granted to such relative.". |
