Amendment of section 21 of the principal enactment

11. Section 21 of the principal enactment is hereby amended in paragraph (5) of the proviso to that section, by the substitution, for the expression " if, with the approval of the Minister given with the concurrence of the Minister of Finance, he ", of the expression " if he ".
