| (1) The Commissioner may order the dissolution of a Council where he is satisfied after such inquiry as he may consider necessary that there has been gross negligence in the exercise of its statutory duties on the part of that Council. |

| (2) Where a Council is dissolved as provided in subsection (1), the Commissioner shall without delay appoint an Electoral Board for the purpose of conducting the election of the members of the Council in that specified under taking. |
