6. Section 10 of the principal enactment is hereby amended as follows :-
| (1) In subsection (1) of that section by the substitution for the words "police authorities", of the word "Secretary" ; and |

| (2) in subsection (2) of that section, by the substitution for all words from "made a declaration" to the end of that subsection, of the words "made a declaration" to the customs authorities substantially in form B 2 in Schedule A, and obtained a permit from the secretary substantially in such form, " . |
