Registration of instruments mortgage

17.
(1) Every instrument creating a mortgage of a local fishing boat (hereinafter referred to as an. "instrument of mortgage ") shall be presented to the Director,
(2) Each instrument of mortgage shall, in the order is which it is presented, be registered by the Director in the register of local fishing boats.
