| 80. In case of necessity and in order to meet unforeseen expenditure, it shall at any time be lawful for the Secretary of a University to prepare supplementary estimates of expenditure and for the Board of Regents to pass such estimates:Provided, however, that such supplementary estimates shall be submitted to the National Council together with the annual appropriations for the ensuing year. |
