4. Section 43 of the principal enactment is hereby amended as follows :-
| (1) in subsection (1) of that section, by the substitution, for the words "commits any offence under this Act shall", of the words "commits any offence under this Act, other than an offence under section (40) (1) (ss), shall" ; and |

| (2) by the insertion, immediately after subsection (1) of that section, of the following subsection :-
| | "(1A) Every person who commits an offence under section 40 (1) (ss) shall be liable on conviction after summary trial before a Magistrate to a fine not exceeding twenty thousand rupees.". | | |
