| (1) The Institute, the Board and officers and staff of the Institute shall not interfere in the political affairs of the host or any country by attempting to influence legislation, participating in any political campaign on behalf of any candidate or in any other form of political activity and shall exercise, perform and discharge their powers, duties and functions impartially, Without being influenced in any way by the political character or the host country or countries concerned. |

| (2) The officers and staff of the Institute, in the exercise, performance, and discharge of their powers duties and functions, shall be responsible solely to the Institute. |
