| (1) The affairs of the Institute shall be administered by a Board of Management (hereinafter referred to as the " Board ") consisting of five members, all of whom shall be attorneys-at-law of not less than ten years' standing, appointed by the Cabinet of Ministers on the recommendation of the Minister. Such members shall be of equal status and standing. |

| (2) The members of the Board may act notwithstanding a vacancy among the members thereof or any Irregularity in the appointment of any member. |
