| (1) The Minister in charge of the subject of planning shall, on the advice of the Board, appoint the Executive Director of the Institute, (hereinafter referred to as " the Director ") who shall also be a member of the research staff of the Institute- The Director shall be a full-time officer of the Institute and shall receive such remuneration and other benefits as may be determined by the Board, |

| (2) The Director shall be responsible to the Board, He shall attend the meetings of the Board in an advisory capacity but shall not be entitled to vote at such meetings. |

| (3) The Director shall exercise, discharge and perform any such powers, functions and duties as may be delegated to him by the Board. |
