| (1) The Commission shall in the exercise of its powers under section 4 employ such officers and servants as it considers necessary for the performance and discharge of its functions or powers and shall exercise disciplinary control over them. |

| (2) Any payment of a salary or other emoluments or both salary and other emoluments in excess of five hundred rupees per month to any person shall be subject to the approval of the Minister. |
