30.
| (1) Any person specially authorized in writing by the Authority or a police officer may arrest without warrant any person who has committed an offence under this Act or any regulations made thereunder and may produce him before the High Court or the District Court of Colombo, as the case may be, to be dealt with according to law. |

| (2) Where an offence has been committed under this Act or any regulation made thereunder any article that has been used in the commission of such offence may be seized and detained in such place as may be determined by the High 'Court or the District Court of Colombo. |
