Power of Minister to exempt

141.
(1) The Minister may by order exempt any ship or classes of ships from any requirements of any regulations made under this Part, either absolutely or subject to such conditions as he thinks fit.
(2) Without prejudice to the powers conferred on him by sub-section (1), where a ship not normally engaged on international voyages is required to undertake a single international voyage, the Minister may, if he considers that the ship complies with safety requirements adequate for the voyage, exempt the ship from any of the safety requirements imposed under this Part.
(3) The owner, agent or master of a Ceylon ship which is exempt from any of the safety provisions or requirements imposed under this Part shall, on application to any person appointed in such behalf by the Minister, receive a certificate in the prescribed form, to be called an " exemption certificate ".
