Power of exemption In relation to ships on certain International voyages

179. If in the opinion of the Minister the sheltered nature and conditions of international voyages- make it unreasonable or impracticable to apply the provisions of this Part to ships plying on such voyages, and the Minister is satisfied that the Government of the other country or territory or, as the case may be, other countries or territories agrees with that opinion, he may by order direct that ships plying on international voyages between those ports (as specified in the order), or any class of such ships as may be specified in such order, shall be exempt from the provisions of this Part.
(a) between near neighboring ports in Ceylon and in another Convention country; or
(b) between near neighboring ports in any two or more countries or territories outside Ceylon,
