Power of exemption in relation to ships with novel features

181. On the application of the owner of a ship which is- the Minister may exempt the ship from all or any of the provisions of this Part or of any regulations made hereunder, if in his opinion the ship has such features, of a novel kind, that if the ship had to comply with such provisions the development of those features and their incorporation in ships engaged on international voyages might be seriously impeded.
(a) registered in Ceylon, and
(b) an existing ship of not less than one hundred and fifty tons gross tonnage or a new ship of not less than twenty-four metres in length,
