Merchant Shipping Act (No. 52 of 1971) - Sect 22

Powers to fix shipping rates

22.
(1) The Minister may, from time to time, by Order published in the Gazette, fix the rates at which any Ceylon ship may be hired, and the rates which may be charged for carriage of passengers or cargo by any such ship, or by any ship, other than a Ceylon ship, engaged in the coasting trade.
(2) Where an Order fixing the rates to be charged for hire, or for the carriage of passengers or cargo, has been published under sub-section (1), no rates, other than the rates so fixed, shall be charged for such hire or carriage.
(3) The owner, master, or agent of the owner, of a ship in respect of which the provisions of sub-section (2) are contravened shall be guilty of an offence and on conviction thereof shall be liable to imprisonment of either description for a term not exceeding one year, or to a fine not exceeding three thousand rupees, or to both such imprisonment and fine.
