| 72. Where a registered owner of a ship or share wishes to dispose by way of mortgage or sale of such ship or share at any place outside Ceylon, he may apply to the Registrar of the ship's port of registry, and the Registrar shall thereupon enable him to do so by granting a certificate of mortgage or a certificate of sale. |
