Acts or proceedings of the Board deemed not to be invalid by reason of any vacancy, or defect in the appointment, of a member

17. No act or proceeding of the Board shall be deemed to be invalid by reason only of the existence of any vacancy amongst its members or defect in the appointment of any member thereof.
