15.
| (1) The general supervision, control and administration of the affairs and the business of the Board shall be vested in the members of the Board. |

| (2) The Board may delegate to any member or employee of the Board or any public officer any of its powers, functions or duties. |
|
| (3) Every person to whom any power, function or duty is delegated under sub-section (2) shall exercise or perform such power, function or duty delegated to him subject to the general and special directions of the Board. |
