Directions of the Minister

20. The Minister may, in consultation with the Council, from time to time give the Council such general 'or special directions, in writing, as to the exercise, performance and discharge by the Council, of its powers, functions and duties in so far as they relate to matters 'of policy and the Council ,and for the purposes of, the Penal Cede. '
